The Congress took place in the context of the Provincial Military Party Committee having just been established on the basis of merging the armed forces of Gia Lai and Binh Dinh provinces. The organizational structure, operating areas, leadership and command methods have all undergone many fundamental innovations and adjustments.
On that basis, the Congress focused on evaluating the results of the implementation of the Congress Resolution for the 2020-2025 term of the Military Party Committees of Gia Lai and Binh Dinh provinces; pointed out the advantages, limitations, causes and drew valuable lessons. At the same time, clearly identified the direction, general goals, key tasks and comprehensive leadership solutions of the Party Committee for the 2025-2030 term.
The Congress discussed and contributed opinions to the drafts: Documents of the 14th Party Congress; Political report of the Military Region Party Committee to the 11th Military Region Party Congress; Political report of the Provincial Party Executive Committee to the 1st Gia Lai Provincial Party Congress.
The opinions at the Congress clearly demonstrated the sense of responsibility, intelligence and political mettle of the Provincial Military Party Committee towards the cause of building and defending the Fatherland in the new period.
At the Congress, delegates voted to approve the main targets for the 2025-2030 term such as: building and consolidating combat works, defense works, command posts at all levels; building and perfecting the system of basic and long-term combat documents.
Along with that, organizing drills to achieve 100% of targets, with absolute safety; completing the construction of a standing militia fleet; selecting and calling citizens to join the army to achieve 100% of assigned targets; training to meet mission requirements in the new situation; striving for 70% or more of units to meet excellent training standards.
Every year, 100% of subordinate Party organizations are evaluated and classified as having fulfilled their tasks or better; of which, 90% or more of the Standing Committee (Party Committee), Party Committee, and leading cadres have fulfilled their tasks well and excellently...
To complete the targets and tasks in the new term, the Provincial Military Party Committee has set out 3 breakthroughs: Practical training, strict discipline, exemplary discipline, safety - creating a strong shift in overall quality, combat readiness in all situations. Promoting digital transformation, applying science and technology in all activities, improving the effectiveness of performing tasks of the provincial armed forces. Building a team of steadfast and exemplary cadres at all levels - especially cadres in charge, with sufficient qualities, capacity, and prestige to meet the requirements and tasks in the new situation.

In his closing speech at the Congress, Provincial Party Secretary Ho Quoc Dung emphasized: The Congress is an important milestone, but its success is only truly valuable when it is transformed into concrete, effective actions in practice.
On that basis, comrade Ho Quoc Dung requested the new term Provincial Military Party Executive Committee to urgently complete the Congress documents, issue the action program for the entire term; concretize it with specialized plans and resolutions suitable to the situation and tasks of each affiliated unit.
Party committees and Party organizations in the entire provincial armed forces Party Committee should well organize the study and dissemination of the Congress Resolution; develop specific action programs, closely following the set directions and goals; promptly put the Resolution into practice, creating clear changes right from the beginning of the term.
Focus on stabilizing the organization and arranging cadres reasonably after the merger; perfecting the Party committee and organization, ensuring smooth and effective operations; improving the leadership capacity and fighting strength of the Party Committee and Party cells; promoting the role of the Regional Defense Commands, the Border Guard Command, 135 Commune-level Military Commands, mobile combat units and mass organizations.
Proactively advise local Party committees and authorities to build a national defense foundation, associated with a people's security posture, a solid national border defense foundation, suitable for large areas, complex terrain, uneven population distribution and new administrative organizations.
Along with that, promote emulation to build a comprehensive, exemplary and typical provincial armed force; improve the quality of training and combat readiness; strictly abide by military discipline; care for the lives of officers and soldiers, especially those performing tasks far from their residence, in remote and border areas.

The Congress announced the Decision of the Standing Committee of Gia Lai Provincial Party Committee on appointing the Provincial Military Party Executive Committee for the 2025-2030 term consisting of 21 comrades, the Standing Committee consisting of 7 comrades.
Accordingly, comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee was appointed to hold the position of Secretary of the Gia Lai Provincial Military Party Committee for the 2025-2030 term. Colonel Mai Kim Binh - Political Commissar of the Provincial Military Command holds the position of Permanent Deputy Secretary of the Provincial Military Party Committee and Colonel Nguyen The Vinh - Member of the Provincial Party Standing Committee, Commander of the Provincial Military Command holds the position of Deputy Secretary of the Provincial Military Party Committee.
