Representatives of Dien Bien province's leaders witnessed the vehicle handover ceremony, including comrade Lo Van Cuong, Vice Chairman of the Provincial People's Committee; Colonel Trinh Duc Thiem, Commander of Dien Bien Provincial Military Command and representatives of leaders of departments, agencies, etc.
Speaking at the vehicle handover ceremony, Lieutenant General Do Van Thien, Political Commissar of the General Department of Logistics and Engineering, said: Implementing the Conclusion of the Central Military Commission Standing Committee, the decision of the Ministry of National Defense on the implementation of the purchase of 2-wheeled motorbikes to equip the Military Command at the commune level and complying with the direction of General Phan Van Giang, Minister of National Defense on researching and proposing to ensure the provision of motorbikes to the Military Command at the commune level in August 2025 to promptly celebrate the 80th National Day of the Socialist Republic of Vietnam, from mid-July 2025, the General Department of Logistics and Engineering has directed the Department of Motorcycles and Transport to coordinate with relevant agencies and units to research, study and propose vehicle types to promptly implement to ensure for the units.
After the whole country implemented the 2-level local government model, based on the current situation of staffing, organization, functions and tasks of commune-level Military Commands nationwide, the General Department of Logistics and Technology proposed to the Central Military Commission and the Ministry of National Defense to purchase more than 6,000 two-wheeled motorbikes of various types to equip 3,318 commune-level Military Commands (2 motorbikes per unit).

Of which, units in Military Region 2 are equipped with 1,058 Honda Wave Alpha vehicles; Dien Bien province is equipped with 90 vehicles. This type of vehicle was selected because of its technical features suitable for the local operations, high reliability, durability, ease of use, and convenience in technical assurance work.
"The motorcycles handed over to the unit today are not only material assets, but also demonstrate the attention of the Party and State, the determination of the Central Military Commission and the Ministry of National Defense so that the local armed forces can fulfill their tasks well, contributing to building a strong national defense and people's war posture in the new revolutionary period" - Lieutenant General Do Van Thien emphasized.

To ensure the effective and proper reception and use of two-wheeled motorbikes, Lieutenant General Do Van Thien requested the Military Region 2 Command to direct the relevant agencies to carry out registration procedures and manage the use of motorbikes strictly and in accordance with regulations; for motorbike users, they must meet the conditions prescribed by the State and the Ministry of National Defense. Particularly for units assigned motorbikes, Lieutenant General Do Van Thien requested that the receiving units must manage and exploit the motorbikes strictly, in accordance with regulations, effectively, ensuring safety, economy and traffic safety. Each officer and soldier must consider this a valuable asset of the unit, and must regularly preserve, maintain and repair it according to the manufacturer's recommendations and the instructions for use of the Department of Motorbikes - Transport of the General Department of Logistics and Engineering.

According to the plan, on August 26, the General Department of Logistics and Engineering will hand over two-wheeled motorbikes in Hanoi City (August 26); on August 27, it will simultaneously hand over vehicles in 3 provinces: Gia Lai, Dong Nai, Vinh Long.
