Create "green channels", propose specific mechanisms for projects
Gia Binh International Airport is planned in Gia Binh commune with an impressive scale, expected to be over 1,960 hectares and two runways, the airport is capable of receiving the most modern aircraft in the world. The birth of Gia Binh International Airport and the connecting roads, urban railways and high-speed railways is of strategic significance to Bac Ninh and the entire capital region, creating momentum for socio -economic development, attracting investment, promoting trade, services, tourism; contributing to the formation of a synchronous and modern transport network, promoting regional connectivity and creating new growth poles for the capital region. Especially when the routes connecting directly to Hanoi and neighboring provinces are deployed synchronously.

In the future, this will be an important gateway for Bac Ninh to connect with major economic centers in the country and internationally, especially in the context of the province's orientation to develop high-tech industry and logistics. With an expected capacity of 30 million passengers and 1.6 million tons of cargo/year by 2030 and up to 50 million passengers and 2.5 million tons of cargo/year by 2050, Gia Binh International Airport also plays an important role in reducing the load on Noi Bai airport, improving the air transport capacity of the northern region.
“Gia Binh International Airport and connecting infrastructure projects are projects under the "green channel" - a mechanism that gives maximum priority to procedures, time and mobilization of all resources. Site clearance must be given top priority" - Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized. This is the key step, determining the progress of all projects. Therefore, the assigned agencies and units must assign detailed tasks to each individual with daily progress checks and reports. Publicity, transparency and objectivity in compensation and site clearance work are also given special attention to ensure the legitimate rights of the people.
Previously, to speed up the implementation progress, the Provincial People's Committee reported to the Prime Minister and the Politburo to consider approving specific mechanisms, contributing to removing obstacles in administrative procedures, optimizing time and resources, ensuring "lightning-fast" progress according to the Prime Minister's direction, aiming to start the projects on August 19, 2025.
Departments, branches and localities actively participate
Implementing the direction of the Chairman of the Provincial People's Committee, the Department of Construction is urgently completing the Draft Project to Adjust the Planning of Bac Ninh Province for the period 2021-2030, with a vision to 2050. According to Mr. Nguyen Viet Hung, Director of the Department of Construction, the issue of planning adjustment does not stop at adding land for the airport, but also includes an overall vision, reshaping the development space of Bac Ninh. In particular, forming a synchronous connecting traffic system, creating an important highlight in the planning adjustment.

The Department of Construction is studying the addition of roads, urban railways and high-speed railways connecting Gia Binh airport with the center of Hanoi and Hai Phong city. These routes are expected to be the shortest, most modern and most beautiful, contributing to the completion of the inter-regional transport network. The adjustment also includes the expansion of existing provincial and national roads, creating a closed, modern belt system.
In the draft proposed adjustment, the new planning also adds urban, industrial, service, golf course, dry port, logistics, duty-free zone functions... around the airport area and along connecting routes, forming a dynamic economic ecosystem. At the same time, the criteria for type I urban areas are also reviewed to upgrade communes to wards, promoting strong urbanization.
To successfully implement the projects, the consensus and determination of the locality and the affected people are indispensable. Site clearance is considered the "backbone" of the project, requiring close coordination and transparency. Localities with areas expected to be cleared and projects relocated have promptly carried out their tasks. Typically, Gia Binh commune has established a Steering Committee for the implementation of the Gia Binh International Airport Project, the route connecting the airport with Hanoi capital and the restitution works, consisting of 15 members, headed by the Party Secretary of the commune. On July 11 and 14, 2025, the commune organized a conference to disseminate to party members and people of Thu Phap village about the importance of each project; policies on land recovery, compensation and support of the State to recover land to serve the progress of project implementation.
“It is gratifying that people have expressed their high agreement with the State’s policy and hope that the project will be implemented soon. This shows that the propaganda and mobilization work has been effective, creating trust and high consensus in the community” - Chairman of the Commune People’s Committee, Deputy Head of the Standing Committee of Gia Binh Commune Steering Committee Luong Trung Hau informed.
With the strong direction of the provincial leaders, the high sense of responsibility of the departments and branches, and the consensus of the localities and people, the work of preparing conditions for the implementation of the Gia Binh International Airport project and urban infrastructure projects is being deployed at an urgent pace, promising to soon become an important highlight on the Vietnamese aviation map and a strong driving force to bring Bac Ninh to new heights in the integration era.
