In this document, regarding the supply of construction stone for the construction of Long Thanh Airport Project, the Provincial People's Committee stated that the demand for construction stone of all kinds proposed by the Vietnam Airports Corporation (ACV) for the project in 2025 is more than 4.9 million m3. However, ACV has just compiled from contractors and requested the Dong Nai Provincial People's Committee to supply more than 4.3 million m3.
With this request, Dong Nai province has assigned the quarries in the province to provide enough. Up to now, the project contractors have signed contracts with the quarry owners to supply more than 2.9 million m3 (reaching nearly 68% of the allocated volume). The total volume of stone that the quarry owners have delivered to the contractors is nearly 987 thousand m3 (reaching more than 33%) since the date of approval for allocation.
Dong Nai Provincial People's Committee found that the volume of stone supplied to ACV did not meet expectations due to the following reasons.
Legal problems. Accordingly, the Long Thanh Airport Project needs a large volume of construction stone in a short time. While the stone quarries are not allowed to increase their capacity by 50% according to the special mechanism; the construction stone quarries still have a part of the area although the enterprise has completed the compensation and site clearance agreement with the households but has not completed the land lease procedures for mineral exploitation purposes, so it must stop operating in this area, reducing the mining and processing capacity, greatly affecting the supply of stone for key projects. These problems, the People's Committee of Dong Nai province has reported to the Prime Minister, the Ministry of Construction , the Ministry of Agriculture and Environment, but so far they have not been considered and resolved.
In addition, there are still problems arising in the process of material coordination such as: project management boards have not yet grasped the specific progress and needs of each contractor to adjust and swap mines to supply suitable types of stone; contractors are assigned but the construction progress has not yet used construction stone, so they have not signed a contract with the stone mining enterprise, affecting the production plan of the enterprise; stone mines have different quality so they have different selling prices, contractors only want to sign contracts with mines with low selling prices while the contractors do not come to sign contracts with mines with higher prices but reflect the lack of construction materials...
Based on the above reality, the Provincial People's Committee proposed that the Ministry of Construction and the Ministry of Agriculture and Environment report and recommend to the Prime Minister to soon remove legal difficulties and obstacles as proposed by Dong Nai province.
The Ministry of Construction directed ACV to establish a direct monitoring team to record the contractor's feedback and work directly with the stone mining enterprise to verify and evaluate the inconsistency between the contractor and the enterprise. Work weekly with the monitoring team to regulate the progress of material supply for key traffic projects in the South of Dong Nai Provincial People's Committee to promptly handle problems and difficulties in the implementation of construction stone separation for the Long Thanh Airport Project, ensuring the supply of materials at the right level for the project.
Along with that, the Ministry of Construction directed investors of key transport projects in the South to periodically report monthly on contract signing results, contract implementation progress, identify causes and solutions and report to the Provincial People's Committee for timely direction and handling.
