The Ministry of Information and Communications is coordinating with TikTok to provide relevant information and data to transfer to the Ministry of Public Security for coordination and handling according to its authority.
On the afternoon of April 8, at the regular press conference of April 2024 of the Ministry of Information and Communications, Ms. Nguyen Thi Thanh Huyen, Deputy Director of the Department of Radio, Television and Electronic Information (Ministry of Information and Communications) said that recently, there have been reports about the situation of some livestream accounts on the TikTok platform calling on users to switch to other applications to scam people and still being "trending".
Immediately after receiving the above information, the Department immediately requested TikTok to urgently review, report and take measures to thoroughly prevent this situation. TikTok has assigned people to coordinate in monitoring the content on these accounts. Currently, the Ministry of Information and Communications is coordinating with TikTok to provide relevant information and data to transfer to the Ministry of Public Security for coordination in handling.
According to Ms. Nguyen Thi Thanh Huyen, TikTok's response said that through the review process, this social network discovered 2 livestreaming accounts with links to Telegram, Zalo, and then to another application to invite users to play games. In these cases, users were asked to transfer money, showing signs of fraud.
Regarding whether livestream videos on TikTok “invite prostitution” or not, the department discussed and found that users were invited to join accounts and links that provided ambiguous information with pornographic tendencies. But in reality, when accessing these links, the content that appeared was fraudulent information.
Ms. Nguyen Thi Thanh Huyen also said that recently, the Ministry of Information and Communications has resolutely implemented many measures to strictly manage cross-border platforms in general and TikTok in particular, such as: comprehensively inspecting TikTok's operations in Vietnam and requiring TikTok to comply with Vietnamese laws when doing business in Vietnam.
The Department requested TikTok to implement solutions to build a safe and positive cyberspace, combat fake news, misinformation and online fraud on its platform; TikTok must promptly prevent and remove harmful content when requested by authorities, and strictly manage advertising activities on the platform. TikTok has committed to complying with Vietnamese law and is actively implementing the requirements of the Ministry of Information and Communications.
Regarding content management, especially livestream content, TikTok is reportedly applying a policy that requires users to be at least 18 years old, have their accounts created for at least 7 days, pass the internal BRIC (Business Risk Integrated Control) test, and have at least 500 followers. TikTok is committed to removing all violating content, even deleting violating user accounts. Users can report livestream content, livestreamers, or livestream viewers that show signs of violation. When detecting any violating behavior or statements, TikTok will interrupt the live broadcast sessions. TikTok user accounts that are involved in serious violations, or have violated multiple times, will be temporarily or permanently banned from live streaming content.
