Lesson 1: Numbers of the people's hearts

The Government ’s program to eliminate temporary and dilapidated houses has been and is being vigorously implemented by localities. Party committees and authorities at all levels have clearly identified that eliminating temporary and dilapidated houses will not only provide shelter for disadvantaged households and households in need of housing, but also open up a peaceful place, a place to return to and settle down for poor households, gradually rising up to escape poverty sustainably.

Compatriotism, "every inch of gold" is donated

In the Program to eliminate temporary and dilapidated houses nationwide, the love and mutual support among the people once again shined. The spirit of solidarity in the community has contributed significantly to helping local authorities and Party committees "remove" many obstacles, especially solving the problem of land funds to eliminate temporary and dilapidated houses.

The family of Ms. Du Thi Phui, An Khang village, Tan An commune (Chiem Hoa, Tuyen Quang) is an example. For many years, Ms. Phui has lived in an old wooden house at the bottom of a deep slope, where even a small rain would cause it to flood.

Considering the circumstances, Mrs. Phui was included in the housing support list in 2025 of Tan An commune. But the difficulty is how to get land to support Mrs. Phui's family to remove the temporary house?

Tan An Commune is large (total area up to 5,557.92 ha), but the vast majority of the land area has been planned for use purposes, the unused land fund of the whole commune is less than 0.06 ha. If the land use purpose is changed, it will take time, while the request to remove the temporary house for Ms. Phui's family is urgent, especially when the 2025 storm season is approaching.

Understanding the situation of Mrs. Phui's family and sharing the difficulties of the commune, Mrs. Ha Thi Ban's family in Tan An village proactively donated more than 100 square meters of land for the locality to implement support to remove the temporary house for Mrs. Phui. With that meaningful help, Mrs. Phui had land to live on, and the locality and neighbors joined hands to build a solid house.

Not only the family of Mrs. Ha Thi Ban in Tan An commune, but also in Tuyen Quang province, many households have volunteered to donate residential land so that the local government can implement support to remove temporary and dilapidated houses for households in urgent need. Preliminary statistics from the Vietnam Fatherland Front Committee of Quyen Quang province show that since the beginning of the year, the whole province has 10 families volunteering to donate land with a total area of ​​over 1,000 m2 to help the local government remove temporary and dilapidated houses.

Not only Tuyen Quang but also in many localities across the country, with the spirit of "the whole leaf covers the torn leaf", many households are ready to give "an inch of gold", donating land to join hands to eliminate temporary and dilapidated houses. In Bac Giang , according to statistics of the Vietnam Fatherland Front Committee of the province, the whole province currently has 40 households donated land to build new houses from the Program to eliminate temporary and dilapidated houses nationwide launched by the Prime Minister.

"3 hard" in people's hearts

The acts of kindness of the people have added motivation and determination to "give shelter to the people" of Party committees and local authorities. Along with mobilizing resources, localities are focusing on allocating residential land to complete the goal of eliminating temporary and dilapidated houses.

One of the challenges to achieving the goal of eliminating temporary and dilapidated houses in many localities today is the problem of land, especially in mountainous areas. Reports from localities show that the process of supporting the elimination of temporary and dilapidated houses is facing some difficulties such as: There are households building temporary houses on agricultural land that has not been converted to land use purposes; building houses on protective forest land; households do not have land use right certificates;...

For example, in Huong Hoa district (Quang Tri), the whole district has 1,190 households in need of housing support; of which 886 are under the Program to eliminate temporary and dilapidated houses nationwide. However, after review, the whole district has 673 households with land issues.

In Dakrong district, the district's goal in 2025 is to support 3,017 households to eliminate temporary and dilapidated houses. However, through screening, there are 52 households without residential land, 1,068 households have built houses on land that has not been granted a land use right certificate, 730 households have built houses on land that has been granted a land use right certificate (residential land, land for perennial crops, agricultural production land) in the name of their fathers, mothers, or relatives. In addition, there are 270 households building houses on agricultural land, self-reclaimed land, 68 households building houses on production forest land, land managed by the Commune People's Committee.

Faced with that reality, in Directive No. 42-CT/TU dated January 15, 2025 on strengthening the leadership of Party committees at all levels in the Program to eliminate temporary and dilapidated houses in the province, the Quang Tri Provincial Party Committee requested that authorities at all levels focus on supporting funding and land procedures to eliminate temporary and dilapidated houses, ensuring compliance with the provisions of the 2024 Land Law and the practical situation of the locality; especially in mountainous areas and ethnic minority areas, ensuring legality for implementing housing support, helping people to soon stabilize their lives.

Implementing the direction of the Provincial Party Committee, along with mobilizing resources, localities in the province have focused on supporting legal procedures so that people have land in accordance with the provisions of the Land Law. Thanks to that, the progress of eliminating temporary and dilapidated houses in the province is being accelerated. Quang Tri province is determined to "reach the finish line" of the goal of eliminating 7,663 temporary and dilapidated houses in the area before June 30, 2025, 2 months earlier than the original target (before August 30, 2025).

Like Quang Tri, other localities across the country are focusing on resolving difficulties in land funds to eliminate temporary and dilapidated houses. Right in Hanoi - where "every inch of land is gold", the arrangement of land funds to support families with housing difficulties is also being urgently implemented. Most recently, on May 14, 2025, the Hanoi People's Committee issued Official Dispatch No. 1960/UBND-NNMT on the arrangement of land for housing construction for households with difficulties in land to eliminate temporary and dilapidated houses.

In particular, the Hanoi People's Committee requests the district-level People's Committee (commune-level People's Committee after rearrangement) to, based on current regulations, organize a review to prioritize land allocation for households with difficulties in land use in the form of land allocation without auctioning land use rights, exemption and reduction of land use fees according to the provisions of the 2024 Land Law; at the same time, carry out land-related procedures (plot division, land registration, new issuance or exchange of land use right certificates, ownership of assets attached to land...) according to a simplified process and without collecting fees.

With the determination in the direction and management of the Government, the Prime Minister and the thoroughness of localities, the work of eliminating temporary and dilapidated houses has achieved great results. According to the updated report from the Ministry of Ethnic Minorities and Religions, as of June 7, 2025, the whole country has deployed support to eliminate 205,115 temporary and dilapidated houses; of which, 147,261 houses have been inaugurated and 57,854 houses are in the process of starting or constructing.

The "3 hard" houses built from the humane policies of the Party and State, from the solidarity of the people, and the national sentiment are truly a "support" to help each person and each household continue to strive to rise up. A "3 hard" house helps "settle down" for the people, at the same time fostering the people's trust in the Party and State.

As Major General Nguyen Hong Nguyen, Deputy Chief of Office of the Ministry of Public Security shared at the seminar "Warm home for compatriots: Extraordinary efforts" organized by the Government Electronic Information Portal on the afternoon of June 3, 2025; that: "Although the houses are not big, they probably have 3 hard things: hard roof, hard wall, hard floor". Perhaps those "3 hard things" are also the steadfast revolutionary heart, wholeheartedly following the Party, steadfastly building a prosperous and prosperous Vietnamese society, entering a new era, an era of growing steadily and resiliently".
