According to the Ministry of Public Security , the current situation of crime and drug abuse is still very complicated, especially the early and remote prevention of drug supply and demand; the number of addicts, illegal drug users and people under management after drug rehabilitation is still high; rehabilitation work is still difficult, the system of rehabilitation facilities nationwide only meets about 60% of the demand; coordination between ministries, branches and localities is not synchronous and comprehensive, and the involvement is not really drastic.
If drugs are not effectively prevented, they will degrade the quality of the race and the country's labor force in the new era of development.
In particular, through the fight against special projects and cases in recent times, the police force has discovered and handled many cases of party members, cadres, civil servants, public employees and relatives of cadres and party members violating drug laws, causing bad public opinion.
In order to effectively organize and implement the goals and tasks of drug prevention and control under the direction of the Politburo , the National Assembly and the Government, General Luong Tam Quang requested units and localities to specify the goals and tasks of drug prevention and control until 2030 in the Resolution of the Party Congress of the agency or unit for the 2025-2030 term.
"Urgently issue the Plan to build "drug-free communes, wards, and special zones" for the period 2025-2030 with comprehensive solutions suitable to the characteristics of the local situation, with specific goals, roadmaps, and solutions for each group, village, hamlet, and hamlet... towards drug-free communes, wards, and special zones, associated with the responsibility of the head (Secretary, Chairman of the People's Committee at the commune level) to achieve the goal of building at least 20% of commune-level administrative units free of drugs in 2025 and 50% in 2030," General Luong Tam Quang suggested.
The Minister of Public Security requested localities to strengthen solutions to reduce the “demand” for drugs, build a movement of “All people participating in drug prevention and control” with the message “Each citizen is a soldier, each family is a fortress in drug prevention and control” so that people condemn and do not accept the existence of drug crimes and evils; review drug addicts, illegal drug users, drug dealers; support post-drug rehabilitation people to integrate into the community, ensure the effectiveness of sustainable drug rehabilitation, and avoid relapse. Detect and strictly handle party members, cadres, workers, civil servants, and employees who violate drug laws.
"Heads of Party committees, Party organizations, authorities, agencies and organizations at all levels are responsible for directly leading, directing, inspecting and evaluating drug prevention, control and combat work and must consider strict disciplinary action if the drug situation becomes complicated in the agencies, units, localities, fields and areas assigned to them for management."
In addition, General Luong Tam Quang suggested that localities pay attention to balancing local budgets, allocating resources and infrastructure, and enhancing the application of science and technology to meet the requirements of drug prevention and control.
For units assigned to implement component projects under the National Target Program on Drug Prevention and Control to 2030, the Minister of Public Security requested to urgently issue instructions and organize implementation.
The Ministry of Health manages people participating in drug addiction treatment with alternative medicine, ensuring that people participating in treatment comply with the correct procedures and do not illegally use drugs during treatment; and expands facilities for drug addiction treatment with alternative medicine.
Ministers, Heads of ministries, branches and central agencies strictly implement the direction of the Politburo in Conclusion No. 132-KL/TW: “Heads of Party committees, Party organizations, authorities, agencies and organizations at all levels are responsible for directly leading, directing, inspecting and evaluating the work of drug prevention, control and control and must consider strict disciplinary action if the drug situation becomes complicated in the agencies, units, localities, fields and areas assigned to them for management” and direct “strengthening inspection, examination, supervision and strict handling of violations in the organization of drug prevention, control and control work in agencies and organizations from the central to grassroots levels,” at the same time, promptly encouraging, rewarding and praising collectives and individuals with many achievements, creative and innovative ways of doing things, achieving clear changes in “reducing demand” and “reducing supply” of drugs.
The Ministry of Public Security will coordinate with relevant agencies to strengthen inspection, supervision and evaluation of the implementation of drug prevention and control work by ministries, branches and localities to report to the Politburo, the Government and the Prime Minister for direction on forms of commendation, reminders and rectification in this work./.
