Speaking at the opening of the congress, comrade Nguyen Quoc Thang, member of the Provincial Party Committee, Secretary of the Bac Binh Commune Party Committee emphasized: The congress is very important, a special milestone on the new development path of the commune. At the same time, it is a source of encouragement, motivation, and orientation for local development in the next 5 years, building Bac Binh commune to develop rapidly, comprehensively, sustainably, and integrate, together with other localities in the province, entering a new era, an era of national growth.
Recognizing the role and position of Bac Binh commune in the overall development of the province, the Party Congress of the commune determined the theme as: Building a clean and strong Party and political system; maintaining the great solidarity of the people; ensuring national defense and security; mobilizing resources for development investment, promoting the potential and advantages of the locality; being proactive, innovative, creative, determined to build Bac Binh commune to develop quickly, comprehensively and sustainably". This is the goal to strive for, the driving force for the comprehensive development of the commune for the entire term 2025-2030.
The political report of Bac Binh commune also stated that during the past term, the Party Committees of communes and towns before merging were united, made great efforts and were determined in performing their tasks, so most of the targets of the term were achieved and exceeded the resolutions set forth.
The economy continues to develop in a sustainable direction, the economic structure shifts in the right direction; state management and environmental protection have positive changes. The commune focuses on developing advantageous service industries, focusing on investing in developing trade and service infrastructure. Currently, the commune has 51 enterprises and 427 households operating in business (only counting households with tax management). Financial and credit work is directed and inspected regularly...
Speaking at the Congress, Comrade Tieu Hong Phuc, Member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Council congratulated, commended and highly appreciated the efforts that the Party Committee, government, army and people of Bac Binh commune have achieved in the past term.
At the same time, he emphasized: With the spirit of "running and lining up at the same time", the Party Committee of Bac Binh commune must quickly promote the strengths of each old locality, overcome the limitations and shortcomings that have been pointed out. Quickly complete a streamlined government apparatus that operates effectively, efficiently, effectively, and is close to the people.
Comrade Tieu Hong Phuc suggested some important contents. For example, the Standing Committee of the Party Committee needs to develop a plan to arrange and assign cadres and civil servants according to their authority in a reasonable manner, gradually meeting the requirements of the job position. The Party Committee needs to focus on leading a strong shift in the economic structure towards gradually increasing the proportion of services, trade, industry, construction, and gradually reducing the proportion of agriculture. On the other hand, it is necessary for the Party Committee to closely participate in leading and orienting the planning work of the locality, especially land use planning, construction planning, urban and rural areas, etc.
Along with economic development, the Vice Chairman of the Provincial People's Council suggested that Bac Binh commune continue to pay more attention to socio-cultural development, inheriting, converging, preserving and promoting traditional cultural values, positive and unique customs and practices of localities before the merger... At the same time, focus on and resolutely lead and direct the organization and effective implementation of the 4 breakthroughs and strategies of the Central Government... Comrade Tieu Hong Phuc believes that Bac Binh commune will continue to develop more strongly, building an increasingly prosperous homeland, meeting the expectations of the people and the trust of the Provincial Party Committee Standing Committee.
At the Congress, delegates voted to approve the goals, targets and tasks for the 2025-2030 term. The Congress discussed and contributed opinions to the draft documents to be submitted to the Lam Dong Provincial Party Congress for the 2025-2030 term and the draft documents of the 14th National Party Congress.
The Congress has set out 4 key tasks and 3 breakthroughs that need to be focused on leadership and implementation. The Congress also set out a number of key targets for the 5 years of 2025-2030 in the fields of socio-economics, national defense, security, and Party building, and the political system. For example, the average growth rate in the 2025-2030 period increased by 8.99%. Of which, agriculture, forestry, and fishery increased by 6.06%; industry and construction increased by 12.44%, and services increased by 9.95%. Strive for an average annual state budget revenue increase of 10% or more compared to the assigned target...
Previously, the Provincial Party Standing Committee decided to appoint the Executive Committee of the Bac Binh Commune Party Committee for the 2025-2030 term, consisting of 19 comrades. Appointed comrade Nguyen Quoc Thang - Provincial Party Committee member, Secretary of Phu Quy District Party Committee to hold the position of Secretary of the Bac Binh Commune Party Committee for the 2025-2030 term.
