Speaking at the event, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that Ho Chi Minh City has just received the good news that it has entered the Top 2 cities in the world that retain residents best according to a survey by the Gensler Research Institute, this is a highly reliable study. The Ho Chi Minh City Green Transformation Forum and the 2025 Recycling Festival will be a very meaningful activity contributing to building the city into the Top 100 livable cities in the world .

According to Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, Ho Chi Minh City is facing a new context - a context that completely reshapes the meaning of the word "development". That context is created by core factors such as the increasingly extreme impacts of climate change; the reshaping of global supply chains; fierce economic competition, a city not only measured by GRDP but also by sustainable resilience, innovation capacity; expanded urban space with industrial production centers in Binh Duong, energy production in Ba Ria - Vung Tau, which urgently needs to promote green transformation to increase competitiveness. Looking at it from this perspective, the city must have a new mindset of action, not just individual projects but strategic pieces for a more comprehensive overall picture.
Regarding infrastructure, we must shift from the mindset of “construction” to “creating a smart, sustainable ecosystem”. Metro Line 1 is not only a transport project but must be considered the backbone of a multimodal public transport network, connecting with electric buses, waterways, etc.
In terms of resources, we must shift from the mindset of “processing” to “regenerating value”. In the new context, waste is also a resource. Reducing, increasing reuse and sorting waste at source are prerequisites. In addition, waste-to-energy plants are not only for treating pollution but also for generating energy, which is the beginning of a modern recycling industry.
Regarding industry, it is necessary to shift from “attracting investment” to “attracting high-quality investment capital and source technology”. Orient the development and transformation of export processing zones and industrial parks in depth, prioritizing high technology, digital economy, green economy, etc.
To realize this vision, Ho Chi Minh City has also given some specific directions as follows. Departments and branches need to think "outside the box" with flexibility, boldly innovate in working methods, take advantage of technology, and promote digital transformation. Science and technology must be the driving force. With the important legal corridor of Resolution 57-NQ/TW, the city will prioritize resources for international standard research centers (CoEs), start-ups developing technology solutions in the fields of environment, energy and new materials.
Businesses must be pioneers, seeing compliance with environmental regulations and green standards not as a barrier but as an opportunity to innovate products, conquer the market and enhance the brand.
People's awareness must be the foundation. Because green transformation must start from citizens and communities with sustainable consumption habits and environmentally friendly lifestyles.

Recognizing the importance of science and technology in green transformation, the State is prioritizing resources to build digital infrastructure, national data infrastructure, industry database systems, open data to support businesses in analyzing, forecasting, and making green decisions; developing digital platforms in energy management, carbon emissions, green logistics, smart agriculture, and circular economy.
