By the second quarter of 2025, the whole sector will continue to consolidate and improve the performance of 70 product value chain links/15,254ha; have granted 57 growing area codes/391,128ha; supported 125 cooperatives to operate effectively; supported young workers to work at 48 cooperatives from the program's capital and local budget sources; Support a number of cooperatives to develop production through production chains chaired by cooperatives or participating in the chain. Vocational training for rural workers is integrated by localities with the remaining national target programs for implementation. In 2024, the rate of communes meeting criterion No. 12 on labor was 95.7% (45/47 communes). To increase people's income and develop the rural economy, localities have implemented specialized programs associated with new rural construction such as: OCOP program, science and technology program, rural tourism development program...
Another key and essential content of the program that sectors and levels are interested in implementing is developing a synchronous and modern basic socio-economic infrastructure, ensuring rural-urban connectivity and regional connectivity. Accordingly, the criteria on transportation, irrigation, electricity, cultural facilities, information and communication, and rural commercial infrastructure have 100% of communes meeting the standards; the criteria on schools have a fairly high standard rate of 95.7%...
For example, in Ninh Hai district, the traffic system managed by the district is 100% asphalted, ensuring convenient car travel and connection to the administrative centers of the communes; 100% of the roads are hardened, well managed, signs are installed, lighting systems are installed, additional trees and flower roads are planted, etc. The inter-commune irrigation system is invested synchronously, canals are solidified and basically meet irrigation needs for 100% of agricultural land, meeting the requirements for people's lives and on-site natural disaster prevention and control; 100% of villages, neighborhoods and 99.84% of households use the national grid; 100% of medical stations meet national standards. School facilities and equipment basically meet the standards for educational activities; 9/9 communes and towns have met the standards for universal preschool education for 5-year-old children, universal primary education level 3, universal secondary education level 3, and illiteracy eradication level 2. Many flower beds create bright, green, clean, and beautiful highlights; the rate of rural housing meeting the prescribed standards is 99.45%, with no temporary or dilapidated houses... Through assessment, the district has completed and met the requirements of the National Criteria for New Rural Districts in the 2021-2025 period.
In addition, poverty reduction work is integrated by localities into the National Target Program for Sustainable Poverty Reduction, the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas and social security policies to implement, through support, the rate of poor and near-poor households in rural areas has decreased every year; by the end of 2024, the rate of poor households was 3.7%, down 2.16% and near-poor households was 4.59%, down 0.42% compared to 2023. Implementing Directive No. 42/CT-TTg on accelerating the elimination of temporary and dilapidated houses nationwide, from the beginning of 2025, the whole province has simultaneously deployed; As a result, 2,183 houses were supported (1,526 new houses were built and 657 houses were repaired) with state support of 141.79 billion VND, reaching 100% of the plan, finishing 5 months ahead of schedule and ranking 14th in the country.
The program has no end point.
Determining that the construction of the new rural area is a program with no end point, therefore, while waiting for approval and guidance on the implementation of the program for the period 2026-2030, the Provincial People's Committee requests that the new communes after the merger continue to direct the implementation of the program according to the current set of criteria for the period 2021-2025. In particular, focusing on innovating communication work, unifying awareness and action on agriculture , farmers and rural areas; advising on adjusting the objectives of Resolution No. 16-NQ/TU for the period up to 2030 to suit the new situation after the merger of the province and in accordance with the objectives and contents of the program for the period 2026-2030. Focus on training and developing human resources; creating on-site jobs for rural workers; enhancing the role, position, and capacity to master, comprehensively improving the lives of farmers and rural residents. Implementing strategic breakthroughs in developing agricultural and rural infrastructure; Rural development in the direction of modernization associated with urbanization; building cultural life, protecting and promoting the value of cultural heritage in rural areas; developing industry, services, tourism, shifting the rural economic structure; innovating organization, cooperation, linking production according to value chains; developing the domestic market and improving export efficiency, expanding consumption markets. Improving the level of science and technology, promoting digital transformation, innovation to develop effective and sustainable agriculture in the direction of ecology, improving quality and added value. Continuing to review and perfect mechanisms and policies to support the construction of new rural areas, ensuring that they are suitable to actual conditions to encourage; supporting localities in the process of implementing the contents of the program towards improving quality, going into depth and sustainability.
At the same time, it is necessary to mobilize maximum local resources (province, commune) to organize the implementation of the program; synchronously implement solutions on capital mobilization (integrating capital from national target programs, other programs and projects; credit capital; capital mobilized from enterprises, economic organizations; capital mobilized from the community and people on the principle of voluntariness...) to ensure full and timely mobilization according to regulations. Strengthen the inspection, supervision and evaluation of program implementation at all levels and sectors; take preventive measures, promptly stop negative and wasteful manifestations, strictly handle violations during the program implementation, ensure resources are used effectively and for the right purposes.
