On the morning of June 14, in Hanoi, the Ho Chi Minh National Academy of Politics was assigned by the Politburo and the Secretariat to chair and coordinate with central agencies to organize a national training conference on the organization and operation of Party organizations, government, Vietnam Fatherland Front (VFF), and political organizations at the commune level (new).

The conference took place on June 14 and 15, in a live format from the Ho Chi Minh National Academy of Politics combined with online to 11,000 locations nationwide, with over 1.5 million delegates attending.
Politburo member and Prime Minister Pham Minh Chinh attended the Conference at the main bridge point of the Ho Chi Minh National Academy of Politics.

Attending the Central Organizing Committee at the bridge point were Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee Le Minh Hung; at the Hanoi bridge point were Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai; at the Ho Chi Minh City bridge point were Politburo member, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen.
In his opening speech, on behalf of the Party, State and Central Steering Committee leaders on summarizing the implementation of Resolution No. 18-NQ/TW, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang stated: The conference aims to effectively implement Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee on a number of issues to continue innovating and streamlining the apparatus of the political system to be streamlined and operate effectively and efficiently; concretizing Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee; conclusions of the Politburo and Secretariat on merging provincial-level administrative units without organizing district-level units, merging commune-level units and building a 2-level local government organization model; Arrange socio-political organizations and mass organizations assigned by the Party and State to be directly under the Vietnam Fatherland Front; carry out the task of arranging the apparatus and organizing the (new) commune-level administrative units to ensure progress and requirements according to: Notice of Conclusion No. 155-KL/TW dated May 17, 2025; Notice of Conclusion No. 160-KL/TW dated May 31, 2025; Notice of Conclusion No. 163-KL/TW dated June 6, 2025 of the Politburo, Secretariat and especially Notice of Conclusion No. 167-KL/TW dated June 13, 2025 of the Politburo, Secretariat.

On behalf of the Central Steering Committee for the implementation of Resolution No. 18-NQ/TW, Politburo member Nguyen Xuan Thang highly appreciated the responsibility and spirit of the Central agencies and units who, in a short period of time, actively and proactively prepared the training content, programs and plans; local Party committees paid attention to directing and sending cadres to attend fully and with the right composition.
According to Politburo member Nguyen Xuan Thang, the training conference is for cadres at all levels of Party committees, Party organizations and cadres, civil servants and public employees, especially provincial and commune-level cadres and civil servants (new) after the arrangement on professional and technical contents related to Party building and organization, state management, organization and operation of the Vietnam Fatherland Front, socio-political organizations, and new commune-level political organizations. Thereby, helping delegates grasp policies, regulations and instructions in organizing and implementing and resolving difficulties and problems arising in the process of arranging the apparatus, so that Party committees, authorities, Vietnam Fatherland Front, socio-political organizations, and political organizations at the commune level can operate, while simultaneously and synchronously and simultaneously operating smoothly, ensuring quality, efficiency, effectiveness and efficiency as in Conclusion No. 167 dated June 13, 2025 of the Politburo and the Secretariat.

The Politburo and the Secretariat have requested central departments, ministries and branches to send leading officials who are members of the Party Central Committee, Ministers and Deputy Heads of Party Committees to directly compile and report at the training conference.
The training program focuses on very important and closely related contents, especially new regulations on Party building organization, state management, organization of activities of the Vietnam Fatherland Front, political organizations at the commune level, organization of the operating apparatus of 2-level local governments; issues of decentralization, delegation of power, and determination of authority of Party committees, People's Councils, and People's Committees at the provincial and commune levels; clearly defining the reception of tasks, authority of decentralization, and delegation of power to localities according to each management field of central departments, ministries, branches, and organizations...
Politburo member Nguyen Xuan Thang believes that with a team of reporters who are leaders of departments, ministries and branches with in-depth knowledge and rich practical experience, the delegates attending the conference will fully, deeply and specifically grasp and gain useful and practical results to serve the direction and organization of the implementation of tasks and fields of work, as well as resolve difficulties and problems arising in the process of reorganizing the apparatus, ensuring that the Party Committee, government, Vietnam Fatherland Front, and socio-political organizations at the commune level (new) will soon operate smoothly, with quality, efficiency and effectiveness.
"The training conference was held while localities were carrying out many important and urgent tasks. Therefore, the Politburo and the Secretariat decided to conduct the training for only two days, which is not long. We request that you promote the highest sense of responsibility, overcome difficulties, participate proactively and fully, and successfully complete the training objectives and programs," Politburo member Nguyen Xuan Thang emphasized.

At the conference, delegates listened to the reporters who were leaders of ministries, departments and branches reporting on the following topics: "Party building organization, grassroots party organization, apparatus and activities of commune-level Party committees (new)"; "New points in the Party's inspection and supervision work and functions, tasks and organizational structure of commune-level inspection committees (new)"; "Organization and activities of the Vietnam Fatherland Front and political organizations at the commune level (new)"; "Overview report on functions, tasks and powers of 2-level local governments; general issues on decentralization, delegation of power and assignment of authority to 2-level local governments"; "Report on basic contents on implementing decentralization, delegation of power and assignment of authority in the field of Finance when implementing 2-level local governments"; "Report on issues on handling assets when implementing 2-level local governments"; “On guidelines for using AI when implementing 2-level local government, decentralization, delegation of authority and division of authority”; “Report on basic contents on implementing decentralization, delegation of authority and division of authority in the field of Science and Technology when implementing 2-level local government”; “Functions, tasks and organization of activities of provincial and commune-level public administration centers”; “Report on basic contents on implementing decentralization, delegation of authority and division of authority in the field of Agriculture and Environment when implementing 2-level local government”.
