The sudden increase in the number of tourists during the tourist season is a positive sign, but it also brings with it many challenges related to security and order, traffic safety, food hygiene and safety, fire prevention and fighting, and residential management. These issues not only directly affect the quality of services, but can also impact the image and tourism brand of the locality if not handled systematically and effectively. Therefore, implementing measures to ensure security and safety during the peak tourist season is a key factor in strengthening the tourism brand of Quang Ninh, while building the image of a friendly, civilized and safe destination for tourists.

In order to enhance safety for passenger transport activities, especially when preparing to enter the peak period, recently, the Fire Prevention and Rescue Police Department (Provincial Police) coordinated with the People's Committee of Ha Long Commune (Van Don District) and Mai Quyen Tourism Company Limited to establish and launch the model of the Ao Tien International Port Volunteer Fire Fighting and Rescue Team. The team members are workers, crew members, and security guards who are directly and regularly present at the port area, responsible for coordinating propaganda and guiding people and tourists to comply with safety regulations in public places; preserving fire fighting and rescue equipment. Especially in the event of a fire, explosion, natural disaster or emergency, this force will promote the "4 on-site" motto, promptly carry out emergency plans as soon as possible, helping to limit damage.

In addition to fire prevention and fighting, security and order protection at important tourist destinations such as Tuan Chau International Passenger Port (Ha Long City) is also focused on. The model of the Self-Management Team to ensure security and order at Tuan Chau International Passenger Port (Ha Long City) was established in June 2023, as one of the solutions to strengthen the security and safety of the unit's operations. The core force is officers and employees at the port, proactively coordinating and supporting the police force to ensure security and order for delegations and international visitors visiting Ha Long Bay through the port. This team also actively participates in preventing the phenomenon of soliciting tourists to buy tickets, rent boats to visit the Bay, increase ticket prices, tax evasion, motorbike taxis and taxis following customers; coordinating to find lost property for tourists... A lot of valuable information has been provided by the Self-Management Team to the authorities, serving the investigation and handling of crimes and law violations in the area.

When the number of people and tourists traveling and staying increases, the capacity of accommodation and service establishments increases dramatically, it is necessary to tighten the management of compliance with regulations on fire safety, food hygiene, urban order, and residence management... With that spirit, in recent days, the police forces of communes, wards and towns have strengthened professional measures on inspection and control, combined with propaganda and mobilization to guide tourism service businesses to strictly comply with relevant regulations. For example, in Tra Co ward (Mong Cai city), the functional forces coordinated with cadres of residential groups, neighborhoods, and the Security and Order Protection Team at the grassroots level... to review and work with 34 accommodation service businesses and 2 motels in the area on strictly implementing regulations on residence law. Representatives of the facilities all agreed and committed to regularly reporting the number of people staying to maintain public security, raise vigilance, and promptly notify authorities when detecting unusual signs.

In localities with tourist attractions, at this time, the work of ensuring traffic safety and urban order is also focused on strengthening. The police force also received proactive and close coordination from units such as the Tourist Spot Management Board, the militia, the youth union, the veterans association... to deploy interdisciplinary teams and groups during peak hours. By mobilizing forces to continuously perform tasks, it will contribute to raising awareness of traffic law compliance among the people, tourists, and service businesses in complying with general security and order, maintaining environmental hygiene... In particular, it is necessary to guide people to recognize and prevent theft, fraud, and public order disturbances, and to report any price gouging or violations of food hygiene and safety...

With the active participation of functional forces, close coordination between units and the sense of self-awareness and responsibility of the community, the security and order situation at the grassroots level is always ensured to be stable, building the movement of All people protecting national security and order to spread more widely in the province, contributing to building a safe, civilized and friendly tourism environment in Quang Ninh .
