According to Deputy Minister of Finance Nguyen Thi Bich Ngoc, the Conference was held in the context of the entire political system preparing for the Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress. The development of Congress documents requires a statistical data system that fully and comprehensively reflects the socio-economic and environmental fields, ensuring consistency, unity, comparability and feasibility in measurement and quantification, serving as a basis for evaluating the results of the past term and determining the directions, goals, targets and development tasks for the coming term.
This is the first time the Ministry of Finance has proposed and proactively developed this set of criteria to create unity, synchronization, and ensure comparability between provinces, cities, and communes and wards nationwide. Based on the 28 proposed provincial socio-economic statistical indicators, the General Statistics Office has compiled and synthesized data series of 34 provinces and centrally-run cities (new) for the period 2010-2025 and built a baseline growth scenario for the period 2026-2030 of 34 localities after the merger.

The purpose of the conference is to introduce the construction and clarify the content of some key socio-economic indicators to serve the Provincial and Commune Party Congresses for the 2025-2030 term; Provide guidance on completing the data series for the 2010-2025 period, identifying the target indicators for the 2025-2030 period of localities after the merger; Provide guidance for localities on compiling the data series of the (new) commune level to assess the current situation and develop socio-economic development plans for the next period. In particular, to exchange, answer questions, share successes as well as ways to overcome difficulties and obstacles in the implementation process at the local level.
In addition to the set of socio-economic statistical indicators mainly serving the development and evaluation of the implementation of the Resolution of the Provincial and Commune Party Congresses for the 2025-2030 term, the Conference updated and introduced important contents and data related to the Human Development Index (HDI); Instructions for calculating the average annual growth rate of the Gross Regional Domestic Product; Measuring the ratio of added value of the digital economy in GRDP (Gross Regional Domestic Product); GRDP indicators and instructions for developing growth scenarios; Per capita income indicators at the provincial and commune levels.
The General Statistics Office proposes a number of practical solutions such as: Localities should pay attention to building institutions to allocate resources and support information collection to serve the compilation of indicators related to digital transformation in the province, especially e-commerce activities in the area; Conduct in-depth surveys to collect information related to digitalization activities and build technical coefficients to serve the compilation of digital transformation indicators that fully and realistically reflect the contribution of digital transformation to socio-economic development; Research and measure e-commerce activities in the locality, one of the important indicators reflecting the results of digital transformation in production and business activities; Provide information on expenditures for conversion and technology application by industry and field to serve the compilation of the proportion of digital transformation added value for the locality...
The set of socio-economic statistical indicators at the provincial level has 28 indicators and at the communal level has 8 indicators, divided into economic, social and environmental groups. These criteria comprehensively reflect the fields to assess the current situation and determine the upcoming goals of the two-level local government.
