Martyr Hoang Van Xuan's real name is Be Van Xuan, born on January 1, 1924 in Soi Ha village, Xuan Van commune, Tuyen Quang province in a poor farming family. In 1947, following the call of the Fatherland, comrade Hoang Van Xuan enlisted in the army, joined the 209th Regiment, and directly fought against the French colonialists in Dien Bien .
In 1948, at the age of 24, he heroically sacrificed himself at the Dien Bien Phu front. In recognition of the contributions of martyr Hoang Van Xuan in the resistance war, on June 27, 2025, the Prime Minister signed Decision No. 1380/QD-TTg to award the "Fatherland's Gratitude" certificate to the martyr.

The ceremony to announce the Prime Minister’s Decision and award the “Fatherland’s Gratitude” certificate to martyr Hoang Van Xuan demonstrates the Party and State’s care, recognition and honor for martyrs and their families who have devoted and sacrificed for the independence and freedom of the nation. At the same time, it affirms the morality of “When drinking water, remember its source” as well as the responsibility and affection of authorities at all levels towards families of policy beneficiaries and people with meritorious services.
On this occasion, the Policy Department of the Military Command of Tuyen Quang province also visited and encouraged the family of martyr Hoang Van Xuan in Soi Ha village, Xuan Van commune.
