Many cases of farming outside the regulated area
Recently, members of the Van Hung Commune Aquatic Resources Protection Community Group have been quite upset when the situation of spontaneous aquaculture outside the regulated area in the sea of Van Hung Commune has not been resolved completely. From the coast of Van Hung Commune to the Ran Trao Marine Ecosystem Protection Area, there are dense cages, buoys for raising oysters and mussels. “In the Ran Trao Marine Ecosystem Protection Area, many households still do aquaculture in the buffer zone, even in the core area, there are 2 households encroaching on the water surface to raise oysters. Recently, the District and Commune People's Committees have conducted a number of campaigns to handle cases of aquaculture at sea that are not in accordance with regulations, but the number of aquaculture outside the planning area is still high. For the 2 households in the core area of Ran Trao, the locality has mobilized them to relocate to another place, these 2 households have committed to relocate but have not yet implemented it,” said Mr. Ngo Hoang - a member of the Van Hung Commune Aquatic Resources Protection Community Group.

The leader of Van Thang Commune People's Committee said that there is no aquaculture planning area in Van Thang Commune's sea. However, currently, there are 33 aquaculture households with 69 rafts and 147 cages, mainly raising fish and oysters; of which 50% are people from other localities coming to raise. The locality has increased propaganda and handling the situation of encroachment on the water surface for aquaculture at sea, but has encountered many difficulties, so up to now, although no new cases have arisen, previous farming cases have not been completely resolved. Specifically, the locality invited households encroaching on the water surface for aquaculture to come to propagate and mobilize them to relocate or voluntarily dismantle, but only a few local households came, while households from other localities did not come.
According to Mr. Pham Ngoc Luyen - Deputy Head of the Economic , Infrastructure and Urban Department of Van Ninh district, in the district there are 1,284 aquaculture households with 1,647 rafts, 42,498 cages for raising lobsters, marine fish, and oysters. Of which, there are 1,456 rafts, with 32,794 cages of local households who are assigned sea areas for aquaculture; 5 rafts, with 230 cages of people from Ninh Hoa town, Nha Trang city; 186 rafts, with 9,474 cages of people from other provinces. From 2023 to present, the district has promoted the management of aquaculture at sea; requested coastal localities to establish inspection and handling teams and not let new encroachment or re-encroachment arise...
Strengthen management
Van Thanh commune is the locality with the strongest development in cage aquaculture in Van Ninh district. In the commune, there are 919 rafts, with 35,662 cages, mainly raising green lobsters and marine fish. In addition to the local households that are priority subjects, there are 190 non-local households in the area, with 9,698 cages. Implementing the direction of the Provincial People's Committee and Van Ninh District People's Committee, in recent times, Van Thanh Commune People's Committee has strengthened the management of farming areas. Accordingly, the commune has numbered the rafts. Therefore, new cases of rafts will be detected and handled promptly. For rafts of people from other provinces, the commune has made recommendations and the District People's Committee has sent documents to the People's Committees of other provinces to coordinate and mobilize people from other provinces who are not practicing aquaculture in accordance with regulations in the commune.
According to Mr. Nguyen Thanh Son - Vice Chairman of Van Ninh District People's Committee, the scale and number of aquaculture cages in Van Ninh are second only to Cam Ranh City. The locality has regularly propagated and mobilized people to relocate cages, dismantle oyster cages and poles outside the planning area; reviewed the current situation, established inspection teams, and handled acts of illegal encroachment on water surface; resolutely prevented the emergence of new cages and rafts and conducted a number of campaigns to dismantle oyster cages and buoys outside the regulated area . Specifically, 74 oyster cages with an area of 2.8 hectares and 21.5 hectares of oyster buoys in the communes of Van Hung, Van Luong, Van Thang and Van Gia town have been handled. The district has also issued documents requesting localities outside the district and province to coordinate in mobilizing aquaculture people to relocate cages to their localities or voluntarily dismantle them... The district will focus on developing and implementing plans to arrange and provide water surface for aquaculture people in the regulated area.
Through working with the People's Committee of Van Ninh district on the management of aquaculture at sea, Mr. Nguyen Trong Chanh - Deputy Director of the Department of Agriculture and Environment proposed that the People's Committee of Van Ninh district direct local authorities to resolutely implement the instructions of the Provincial People's Committee on strengthening the management of aquaculture activities at sea; propagate in many forms so that people can specifically grasp the regulations related to aquaculture; urgently complete the plan to organize and arrange and provide sea surface for aquaculture people in the planning areas; regularly inspect and handle cases of aquaculture that do not comply with regulations... In addition, the locality needs to propagate, mobilize and guide people to switch to high-tech marine aquaculture in the sea area up to 3 nautical miles and the sea area from 3 to 6 nautical miles that have been approved by the Provincial People's Committee for the coordinates, locations and areas of high-tech marine aquaculture development areas.
According to the decision of the Provincial People's Committee approving the coordinates, locations, and areas of high-tech marine aquaculture development areas in the province, in the sea area of Van Ninh district, there are 10 farming areas with an area of nearly 1,165 hectares, in the areas: South Dai Lanh, South Mui Doi, Northwest Cua Be creek, Southwest Cua Be creek, South Hon Me, Vung Ke, Mui Co Co, South Cum Meo, North Cum Meo and Ran Trao. For the sea area from 3 to 6 nautical miles, there is a Dai Lanh farming area of 460 hectares, a farming area of North Hon Den of 174 hectares.
