According to the province's instructions, the trial operation includes: Organizing the first meeting of the Party Executive Committee at the commune level (announcing related decisions, approving the working regulations of the Party Executive Committee), the first session of the People's Council at the commune level, the first session of the Vietnam Fatherland Front Committee, the first session of the People's Committee at the commune level, and trial operation of the Public Administration Service Center at the commune level. According to the An Giang Newspaper reporter group, the working atmosphere at the new administrative unit was serious. Officials were present in full, ready to handle administrative procedures for the people. Authorities at all levels also increased propaganda so that people could clearly understand the new model and feel secure when coming to contact work.

Many leaders in Chau Doc, Tan Chau, Tinh Bien, Chau Phu, Phu Tan, Chau Thanh, etc. affirmed that this is a historic step, requiring the determination of the political system and the consensus of the people. This experiment is an opportunity to perfect the model according to local practice. The implementation of the 2-level government model is not only an innovation in organization, but also demonstrates modern management thinking - towards the people, for the people.

Chairwoman of the An Giang Provincial Women's Union, Head of the Long Kien Commune Preparatory Committee Phan Thi Diem said: “Although it is a trial operation, we are doing real work, so that the staff of the departments and offices can get acquainted with the new process, operate smoothly and promptly handle problems, learn from work experiences according to their functions and tasks, and ensure efficiency when officially operating under the new model. This is an important political milestone. The Party Committee and the commune government are ready to operate the 2-level government, carefully prepare to operate the Public Administration Service Center and operate the online meeting room connecting from the commune to the province; receive citizens' petitions, resolve administrative procedures...”.

In terms of facilities, we are fully equipped to perform well the assigned tasks. No matter what position we are in, we are determined to strive to devote ourselves to completing the assigned tasks.”

To ensure the smooth running of the trial operation day, Thoai Son has carried out very careful preparations. First of all, preparatory committees have been established in each new commune, including key leaders and experienced staff. In addition, facilities and infrastructure have also been focused on. Temporary or official working offices have been arranged, fully equipped with computers, Internet and necessary office equipment. “The network system, document management software, and online public service portal have also been thoroughly checked to ensure stable operation. Regarding personnel, cadres and civil servants from old units have been reviewed, mobilized and assigned to suitable positions, without overlapping or missing work. The new communes have drafted working regulations, disseminated administrative procedure settlement processes to people and businesses, and prepared scenarios to handle arising situations,” informed Thai Minh Hien, Head of the Preparatory Committee of Phu Hoa Commune.

Thanks to this careful preparation, the trial operation day took place as planned, helping localities promptly overcome arising problems before officially operating stably from July 1, aiming to serve people more quickly and effectively. In An Phu, recording the trial operation of the Khanh Binh Commune Public Administration Service Center (new), the staff worked seriously, the machinery system and transmission lines ensured stable and smooth operation... More than 10 citizens came to contact to resolve procedures, such as: Birth registration, household registration, land... Coming to do the death registration procedure for her father, Ms. Paty Ma (Binh Di Hamlet, Khanh Binh Commune) said: "Today is Sunday, but the staff are very enthusiastic in supporting people with administrative procedures, I completed it very quickly and smoothly".

The people of the province always closely follow the process of merging and rearranging administrative units at all levels, because this process will directly or indirectly affect the lives of the people. Mr. Le Tien Phuong (a trader at Tan Chau market) said: "A two-level government is the right policy. When the district level is abolished, I find that work is faster and saves travel time. I really welcome it."

New Expectations

Therefore, it requires the Standing Committee of the People's Council, People's Committee; branches, organizations; each People's Council delegate to continue to promote the results of the session, proactively develop work programs and plans; perform well the assigned tasks; constantly innovate and improve the quality of activities, truly be an agency of the people, by the people, for the people. In addition, each delegate must strengthen close ties with voters, listen to the opinions and recommendations of the people, promptly reflect to competent agencies; contribute to strengthening the people's trust in the local government apparatus.

Following the trial operation process in Long Xuyen ward, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung requested relevant agencies and units to coordinate closely and promptly remove difficulties and obstacles in this process, ensuring the achievement of the set goals. He believes that with careful preparation, high sense of responsibility, close coordination between levels and sectors, Long Xuyen ward in particular and wards and communes in the province in general will successfully complete the trial operation.

“This is an extremely important event, not only for the province, but also contributes to the general preparation of the whole country, ready for official operation on July 1. The implementation of the 2-level local government model is a major policy of the Party and State, aiming to realize the goal of a streamlined, effective, efficient administration that is close to the people and serves the people better. The new reality requires us to constantly innovate, create, and apply information technology to management and administration. Most importantly, we must always put the interests of the people and businesses first,” emphasized Chairman of the An Giang Provincial People's Committee Ho Van Mung.

The Department of Home Affairs has just announced the working locations of the People's Council and People's Committee Offices, the Public Administration Service Center, the Police, and the Military Command of 54 new communes and wards. At the same time, it has informed people that they can contact the Public Administration Service Center of the commune or ward to resolve administrative procedures according to the instructions.

After the trial operation and common experience, the whole province continued to carefully prepare for the Ceremony to announce the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of An Giang province; Decision to establish the Party Committee of communes and wards of An Giang province. Specifically, 54 communes and wards simultaneously held the ceremony on the morning of June 25 (from 7:00 to 9:00, 9:30 to 11:30).

Member of the Party Central Committee, Secretary of the An Giang Provincial Party Committee Le Hong Quang proposed: “The Provincial Party Committee's Organizing Committee shall advise the Provincial Party Committee Standing Committee to assign members of the Provincial Party Committee Standing Committee and members of the Provincial Party Committee to attend the ceremony in each ward and commune. The District, Town and City Party Committees shall direct the People's Committees at the district level to develop an organization plan, assign leaders to announce decisions, invite delegates to attend; direct the assurance of logistics, medical care, reception, security and order at the ceremony; notify agencies, units, schools, hospitals, businesses and households to hang the Party flag and the national flag in advance and on June 25; organize propaganda, cultural, artistic and sports activities to create a vibrant atmosphere to welcome this important event”.
