Considered a locality with many advantages in transporting exam papers and test papers, the 2025 High School Graduation Examination Council of Da Nang City has developed a plan and time to transport and hand over exam papers to exam locations to ensure they are close to reality, safe and secure.
The exam papers are transported by a 1.2-ton closed-box truck of the Da Nang City Post Office. During the transportation process, the exam papers are kept in a locked and sealed metal box. The participants in each transportation route include a police officer of the City Police on duty to supervise, along with an officer who is a member of the Exam Paper Transportation and Delivery Board. The delivery of exam papers between the Exam Paper Printing Board and the Exam Paper Transportation and Delivery Board; between the Exam Paper Transportation and Delivery Board and the Head of the Examination Site, there is a delivery and receipt record and there is an inspector to supervise.
To ensure absolute safety for the 2025 High School Graduation Exam, Thanh Hoa province has implemented a strict process of transporting and protecting exam papers. The new and outstanding point this year is that the Thanh Hoa Provincial People's Committee has established a separate Exam Paper Transport Committee chaired by the Department of Education and Training. Unlike previous years when the heads of the exam sites directly received the papers from the department, the new process is professionalized and security is increased to the maximum level.
In particular, at Muong Lat High School - one of the most remote and dangerous testing sites in Thanh Hoa, 250km from the test printing site, the transportation of test papers is carried out with the highest sense of responsibility. Test papers - top secret national documents, are strictly protected at all stages.
Mr. Le Van Minh - Head of the examination site at Muong Lat High School, said: "On the morning of June 24, the exam papers were transported smoothly from the Thanh Hoa Department of Education and Training to the Muong Lat examination site. The official vehicle with blue license plate transported the papers, with close coordination between the accompanying police force and strict supervision."
The nearly 250km journey from the city center to the mountainous, border district of Muong Lat was no small challenge. The special task force, including specialized teams and security forces, had to spend half a day traveling through winding, steep mountain passes, regardless of the harsh weather conditions or storms. The presence of police escorts along the way was a testament to the importance of the mission.
In Ho Chi Minh City, for the exam sites in Can Gio district, the Department of Education and Training has issued an official dispatch to coordinate with the Department of Construction to ensure that ferries operate continuously 24/7 during the exam period.
Mr. Nguyen Bao Quoc - Deputy Director of the Department of Education and Training of Ho Chi Minh City said that there will be 4 special ferries during peak hours to avoid congestion and ensure that candidates arrive at the exam site on time. The forces also prioritize arranging ferries at Binh Khanh and Nha Be ferry terminals to quickly serve the transfer of exam papers and test papers, and prioritize picking up and dropping off teachers and students during the exam days.
To ensure safety in transporting high school graduation exam papers to Phu Quoc Island and other distant exam sites, Kien Giang province has implemented plans to enhance security and ensure absolute safety. The exam papers were transferred to a printing location and then transported by ship to Phu Quoc. After arriving at the port, the exam papers continued to be transported to 3 exam sites in the city, ensuring absolute safety and confidentiality.

The eyes of the gods never rest
The exam site at Vo Van Kiet High School (District 8, Ho Chi Minh City) has 25 exam rooms with 576 candidates, coming from high schools: Vo Van Kiet, Ngo Gia Tu, Nguyen Van Linh, no independent candidates.
Sharing about the preservation of exam papers, Mr. Do Dinh Dao - Principal of Nguyen Huu Tho High School (District 4), Head of the examination site of Vo Van Kiet High School shared that the exam papers will be delivered to the examination site according to the schedule of the Department of Education and Training of Ho Chi Minh City and will be preserved in a separate room.
Accordingly, the room for storing exam papers and test papers has installed cameras, in addition to 2 cabinets: 1 cabinet for storing exam papers, 1 cabinet for storing exam papers, no items are left in this room. The room for storing exam papers has security cameras to monitor and record activities in the room 24 hours a day; 2 police officers are on duty, guarding continuously all day. In addition, the work of ensuring safety and preventing fire and explosion is given special attention.
“According to regulations, after bringing the papers to the examination site’s duty room, the invigilator and the office secretary will take turns signing and sealing the candidates’ test bags. Next, the head of the examination site will check the test bags one by one and put them in the test box, then seal the room and transport them to the test storage room and put them in the cabinet. Only the head of the examination site has the key to this cabinet.
After the Literature and Math exams, the head of the exam site will stay at the back of the exam site, and the Department of Education and Training vehicle will hand over the candidates' test boxes to the person receiving them. Similarly, on June 27, the exam papers will also be handed over to the specialized department when the elective exam ends," said Mr. Dao.
Mr. Nguyen Bao Quoc - Deputy Director of the Department of Education and Training of Ho Chi Minh City said that the Department of Education and Training also noted that surveillance cameras must ensure coverage of all items containing exam questions and papers in the room and any behavior affecting those items.
The camera stores all data of the process of preserving exam papers and test papers at the exam site; it operates continuously even during power outages. Every day, the head of the exam site must coordinate with the police force to check the operating status of the camera. In the case of using a camera system with a display screen, the screen must be placed in an easily observable location and managed by the police force.
Not only during transportation, the exam paper protection work at Muong Lat High School exam site is organized with many layers of security. Mr. Minh informed that the area where exam papers and test papers are stored is a separate, solid room with police on duty 24/7. "The cabinet containing exam papers and test papers is locked and sealed according to regulations," Mr. Minh emphasized.
Mr. Hoang Van Dung - Permanent Vice Chairman of Muong Lat District People's Committee, Head of the District Examination Steering Committee said that to ensure the exam takes place comprehensively, Muong Lat District has established a District Examination Steering Committee, clearly assigning responsibilities to each unit related to all aspects: Security and order, traffic safety, fire prevention and fighting, food hygiene and safety and health care for candidates and exam invigilators.
“After completing the Exam Steering Committee, Muong Lat High School recommended that the district have a detailed contingency plan, ready to respond in case of floods and landslides causing isolation. Therefore, the District Exam Steering Committee has made a plan, prepared a contingency plan, and carefully considered if unexpected situations occur during the exam, including in the protection and transportation of exam papers and test papers,” said Mr. Dung.
The strict security process applies not only to the exam papers but also to the candidates’ test papers after finishing each subject. The test papers are counted and sealed in the examination board’s office under the supervision of the examination board’s leaders. The test papers are then secured in a locked cabinet guarded by police until they are transported to the examination board.
The process of transporting the exam papers to the Department of Education and Training is also carried out with the same procedure as when transporting the exam papers. Every handover step is recorded in detail, carefully checked and sealed to ensure integrity and absolute confidentiality.
“High school graduation exams are classified as a state secret of the ‘Top Secret’ level. Therefore, any act of leaking, leaking, losing or other forms of cheating during the protection and transportation process will be strictly handled according to the law, including criminal prosecution,” Mr. Minh affirmed.
With careful preparation, strict procedures and synchronous coordination between forces, the transportation and protection of exam papers at remote exam sites like Muong Lat have been and are being ensured absolute safety, contributing to creating a fair, serious and successful 2025 High School Graduation Exam.

Have a backup plan
In Quang Nam, with 9 mountainous districts, the farthest testing site is nearly 300 kilometers from the printing facility, so the handover of exam papers and test papers is given special attention. The plan for transporting and handing over exam papers is built and implemented strictly, seriously, in accordance with regulations and absolutely confidentially, with the supervision of the police force.
The exam storage area is tightly sealed, with police on duty 24/7, and the security monitoring system is activated, ensuring absolute safety. On the morning of June 25, the Copying Council handed over the exam papers from the storage area to the exam sites. In addition to representatives from the exam sites, the exam papers were also escorted by police to monitor and ensure absolute security for the exam papers.
In addition, the traffic police and the commune, ward and town police have developed plans to divert and regulate traffic on key routes, especially the area around the exam gate, to avoid congestion and ensure safe and convenient movement for candidates and exam invigilators. Mobile patrol teams and the 113 Police force are always ready to support and promptly handle any unexpected situations that may arise.
