According to the report of the Provincial Traffic Construction Investment Project Management Board on the locations of problems in site clearance work, out of a total of 33 locations proposed by the construction contractor (18 additional locations), from July 15 to now, the province has resolved 21 locations, with 12 remaining.
Regarding the site clearance for the Rest Stop (Km16+620), up to now, the People's Committee of Dinh Cuong commune has approved 02 plans for 9.57 hectares; the construction contractor has approached the site and implemented construction on 7.03/12.12 hectares, reaching 58%.
Regarding the site clearance work, the adjusted and supplemented area has a total area of 28.37 hectares; up to now, the approved plan is 20.53 hectares, reaching 72% and the site has been handed over is 21.87 hectares, reaching 77%.
According to the representative of the construction unit, the project construction is currently facing some obstacles, due to the damage to people's houses during the construction process, and people in some localities are obstructing the construction. The investor and contractor committed that all impacts from the project construction that damage people's houses will be counted, calculated, and compensated according to regulations. Therefore, it is recommended that the provincial government and functional agencies continue to support and mobilize people to share and agree so that the units can speed up the construction progress.
At the meeting, after listening to the units and localities reporting specifically on the implementation status, difficulties, obstacles and proposed solutions for implementation in the coming time, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam acknowledged the efforts of the departments, branches and localities in coordinating well with the investor and contractor in promptly removing difficulties and obstacles during the project construction process.
However, the progress of site clearance is still slow, not meeting requirements, and many issues are still stuck. To ensure the overall progress, in the coming time, the Investor and Contractor must strictly implement the direction of the Chairman of the Provincial People's Committee in Official Dispatch 765/UBND-CNXD; at the same time, there must be a written commitment on the time to carry out inventory, confirmation, appraisal, and compensation payment for damages to houses and structures of organizations and individuals affected by the construction.
At the same time, departments, branches and localities are required to actively coordinate to resolve difficulties and problems related to site clearance for the project. People's Committees of communes and wards coordinate with investors to conduct dialogues, mobilize people to agree and hand over the site to the project construction unit. Any arising issues must be promptly reported to the Provincial People's Committee for consideration and direction; in which, it is important to ensure security and order, not to affect the construction progress of the project.
The Vice Chairman of the Provincial People's Committee emphasized that the Quang Ngai - Hoai Nhon section project is a national key project, of special significance in terms of infrastructure development, trade and investment attraction of the province. Therefore, relevant departments, branches, localities and units need to focus highly, coordinate closely, and thoroughly handle existing problems and obstacles; mobilize all resources to ensure the completion of the Quang Ngai - Hoai Nhon expressway within the time required by the Government, the Prime Minister and the Ministry of Construction .
