The order of implementation of the preparation, appraisal and approval of the dossier of the Quang Nam Province Urban Development Program is as follows: In April-May 2025, organize the selection of contractors according to legal regulations; in June-December 2025, organize the preparation of the urban development program; in January 2026, submit for appraisal and approval; in February 2026, organize the announcement of the program. The estimated cost is about 2.2 billion VND from the state budget.

The Provincial People's Committee assigned the Department of Construction to be the agency to organize the establishment of the Urban Development Program of Quang Nam province with the requirement to ensure the correct purpose, time, and progress of implementation; to be responsible for the implementation in accordance with the regulations on the urban development program and relevant current legal regulations.
