Reporting to the working group of the Ministry of Construction, Mr. Tran Van Thi, Director of the My Thuan Project Management Board (Ministry of Construction) said: Component 1A Project is over 8km long, of which the section through Ho Chi Minh City is over 1.9km long, the section through Dong Nai province is 6.3km long. The project has 2 main packages.

Currently, the total construction output of package CW1 (construction of Nhon Trach bridge) has reached more than 99% of the signed contract value. Meanwhile, package CW2 (access roads at both ends of the bridge) has reached more than 95% of the contract value. "The total construction volume of the entire project has reached nearly 98% of the contract value. It is expected that before July 31, package CW1 will complete the construction items, package CW2 will also basically complete the construction items" - Mr. Tran Van Thi said.

To ensure the plan to put Component Project 1A into operation from August 19, My Thuan Project Management Board proposed that the Ministry of Construction allow the unit to organize the management, exploitation and temporary maintenance of the project from the time of completion of construction and putting it into operation until the official handover to the management unit (expected 90 days). The temporary management cost uses unused counterpart funds in the total investment of the project. Along with that, the Ministry of Construction has consulted the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province to direct and urge the investors of Component Projects 1 and 3 to speed up the progress of the items connecting to Component Project 1A. In particular, the 300m temporary connecting road of Component Project 1 must be completed before August 15 to operate synchronously with Component Project 1A.
Mr. Nguyen Linh, Deputy Director of Dong Nai Province Construction Investment Project Management Board, said: Currently, for Component 3 Project (section passing through Dong Nai Province), construction has been carried out and traffic has been organized on temporary roads at intersections with provincial roads 25B, 769, and Ly Tu Trong Street in accordance with the construction design documents with a road surface width of 7-9m, and a gravel road surface structure. Therefore, to ensure traffic organization at these intersections when Component 1A Project is put into use from August 19, it is recommended that My Thuan Project Management Board consider and renovate the road surface, asphalt the temporary road branches, ensuring stable and smooth traffic.
Temporary exploitation but must ensure safety
At the meeting, to temporarily put into operation Project Component 1A from August 19, My Thuan Project Management Board proposed a traffic organization plan on the route.
Accordingly, the traffic organization plan on the route will be divided into 2 phases. Specifically, phase 1 from August 19, 2025 to December 31, 2026, when Component Project 1A has completed construction, Component Project 1 (in Ho Chi Minh City) completes the main roadbed, while branches A, D, E at the intersection to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway are under construction and are expected to be completed in December 2025. Therefore, from August 19 to December 2025, vehicles will travel on 300m of temporary road. After December 2025, traffic will travel through branches A, D, E. The speed on the route is 80km/h, not allowing loads over 1.5 tons and passenger cars over 16 seats to travel on the entire route due to not ensuring the turning radius.

Phase 2 from December 31, 2026 onwards, when the construction of Component 1, 1A, 3 projects is completed, the route will operate according to expressway standards, with a maximum speed of 100km/h. At that time, motor vehicles will travel on the 4-lane expressway core, while mixed vehicles will travel on the parallel road. Nhon Trach Bridge in particular will have a cross-section consisting of 2 motor lanes with a speed of 80km/h and 2 mixed lanes with a speed of 60km/h, with a median strip between the motor lanes and mixed vehicles.
Speaking at the meeting, Deputy Minister of Construction Bui Xuan Dung agreed with the proposal to assign the My Thuan Project Management Board to renovate the road surface and asphalt temporary road branches at the intersections with provincial roads 25B, 769, and Ly Tu Trong street as proposed by Dong Nai province.
At the same time, the specialized departments of the Ministry of Construction are requested to coordinate and guide the My Thuan Project Management Board to complete the relevant documents and procedures to put into temporary operation the Component 1A Project in accordance with regulations. The Department of Construction of Ho Chi Minh City and Dong Nai and relevant agencies coordinate with the My Thuan Project Management Board to carry out traffic diversion and provide reasonable and convenient travel instructions.
“All relevant procedures must be completed before August 15. In particular, focus on completing acceptance procedures, temporary maintenance plans and ensuring traffic safety during temporary operation. Especially note that temporary operation must ensure safety” - Deputy Minister of Construction Bui Xuan Dung emphasized.
