The urgent dispatch from the Ministry of Agriculture and Environment was sent after the meteorological agency reported that the mountainous and midland areas of the North are likely to experience a period of rain with total rainfall of 50-120mm, possibly over 250mm. The meteorological agency warned of the risk of flash floods and landslides in mountainous provinces.
Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep noted that in recent times, the North and North Central regions have experienced two major floods (the first occurred after the circulation of storm No. 3, causing serious damage in Nghe An province).

The most recent period from July 31 to August 1 was due to a low pressure trough, severely affecting the provinces of Son La and Dien Bien. In Son La province alone, the total estimated damage was nearly 700 billion VND, and in Dien Bien province, it was more than 500 billion VND.

The Ministry requested localities to closely monitor weather developments, urgently review and evacuate people from dangerous areas; inspect irrigation works, arrange forces on duty, and avoid unfortunate damage.
