Public Administration Service Center: Serving the people

The Public Administration Service Center (Center) model has become a bright spot, demonstrating the mindset of transforming from a “management” to a “service” administration. In Dong Thap province, after nearly 2 months of operation, the Commune and Ward Centers have achieved remarkable successes, creating a “new breeze”, bringing satisfaction and trust to people and businesses.

PIONEER AND INNOVATIVE IN SERVING CITIZENS

The initial success of the Commune-level Public Administration Service Centers in Dong Thap is the result of a thorough preparation process and strong direction from leaders at all levels. According to the Department of Home Affairs of Dong Thap province, the Provincial People's Committee regularly organizes inspections, directs and promptly overcomes limitations arising during operation. Up to now, all 102 Commune and Ward Centers in the province have been operating stably, effectively handling administrative procedures for people and businesses.

Vice Chairman of Tan Long Commune People's Committee Le Duc Hien shared: "The Center has been operating stably and systematically, creating positive changes in the relationship between state administrative agencies and organizations and citizens. To provide maximum support to the people, the Center has assigned 2 civil servants to support free typing of contracts, job applications and photocopying of documents for the people.

Through the implementation, nearly 260 contracts were typed and 310 sets of documents were photocopied, saving an estimated VND20 million for the people of Cu Lao Tan Long commune. These are actions that demonstrate the spirit of serving the people of the civil servants at the Center.

One of the important factors that helps the Centers operate smoothly is the systematic investment in facilities and technology infrastructure. Dong Thap's administrative procedure settlement information system has completed the connection with the National Public Service Portal, creating a synchronous and seamless platform. Headquarters, equipment, and software systems are equipped and upgraded continuously, promptly fixing system errors, ensuring the best response to the needs of receiving and handling records.

Comrade Nguyen Van Vu Minh, Provincial Party Committee member and Director of the Department of Home Affairs of Dong Thap province, affirmed that the policy of streamlining and reorganizing the apparatus has received strong consensus throughout the political system and among the people.

This is a great advantage in the implementation process, demonstrating the determination and efforts of the Party and State in building a "Refined - Lean - Strong - Effective - Efficient - Effective" apparatus. Dong Thap province will continue to promote activities to consolidate and develop commune-level centers.

Accordingly, regularly check and invest in upgrading equipment, especially in newly merged communes and wards or in disadvantaged areas; continue to review and optimize information systems to ensure stable and smooth operations.

Training and professional development for officials and civil servants is focused on, aiming to improve service quality and best meet people's expectations.

In particular, monitoring and supervision of activities are carried out transparently and closely through the digital system, contributing to improving the effectiveness of direction, operation and provision of online public services. In Dong Thap, upgrading and operating key digital infrastructures such as connecting specialized data transmission networks to the Centers and People's Committees of communes and wards has been implemented, ensuring access to internal applications such as: Electronic Office, Public Services, Official Email, etc. All these efforts have created a solid foundation for the operation of the Centers, towards a modern and effective administration.

In Thuong Lac ward, the Center has implemented many breakthrough solutions to improve service quality. From publicly and transparently posting administrative procedures, processes, fees and charges, to reviewing and simplifying procedures, all processes aim to minimize inconvenience to people. In particular, the increased application of information technology, providing online public services at levels 3 and 4 has helped people save time and money.

In addition, the Ward People's Committee has focused on reviewing and training civil servants, ensuring that the Center has sufficient capacity and authority to quickly appraise and approve documents. The sense of responsibility and service attitude of civil servants have been significantly improved, bringing a sense of respect to people when they come to work.

BUILDING A FRIENDLY ADMINISTRATION

With the goal of building a friendly and people-serving administration, many Centers have implemented innovative models, bringing public services closer to the people, especially the vulnerable. Typically, Thuong Lac Ward has implemented the model of "Organizing mobile reception and return of results" every Wednesday and Friday at the People's Committee of the hamlet.

Ms. Tran Thi Xa, Deputy Director of Thuong Lac Ward Center said: “This model aims to improve service quality, reduce pressure at the Center and contribute to increasing people's satisfaction rate. Administrative procedures in the fields of household registration, adoption, certification, health , and internal affairs are all received and returned on the spot or through public postal services, creating maximum convenience for people, especially those living far from the ward center”.

Vice Chairman of Tan Hong Commune People's Committee Ho Van Ly shared: "Previously, there were many cases where newborns were delayed in completing paperwork because the mother was still weak or the family was busy, affecting the legal rights of the child. To overcome this situation, the Commune People's Committee coordinated with Tan Hong Regional Medical Center to implement the model of "Birth registration, health insurance card issuance, permanent residence registration for children at medical facilities" with a congratulatory letter from the Commune People's Committee".

Ms. Cao Le Ngoc Tran, Deputy Director of Tan Hong Commune Center, said that the model's process is carried out right at the Health Center, with the support of medical staff and commune officials, helping parents complete online records right at the hospital. This model not only facilitates people, but also increases the rate of newborns being registered on time, contributing to administrative reform and building a friendly government.

Cu Lao Long Phu Thuan Commune has implemented the model of "Weekend reception and return of results of administrative procedures for monthly social allowances". This model is implemented at the People's Committees of hamlets, aiming to promptly resolve the regime for people, especially those receiving social allowances.

The process is simplified with 4 steps: Verifying the subject; guiding people to submit documents online; receiving and processing documents on the system; returning results directly or via postal service. The model aims to create favorable and timely conditions, improve service quality and improve people's satisfaction, towards a modern administration, serving the people in the best way.

With the determination and unity of officials and civil servants in serving the people and the creative models implemented at the commune and ward levels, a modern and friendly administration is gradually being created, taking the satisfaction of people and businesses as a measure of operational efficiency.
