On June 28, Senior General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired the ceremony to announce and implement the Decision of the Minister of Public Security on the organization and personnel of provincial and municipal public security forces according to the National Assembly's Resolution on the arrangement of provincial-level administrative units.

At the ceremony, Minister Luong Tam Quang presented Decisions and flowers to congratulate the Public Security Directors of the provinces and cities after the arrangement and merger.
Speaking at the ceremony, Minister Luong Tam Quang said that on June 12, the National Assembly passed a Resolution on the arrangement of provincial and communal administrative units, the whole country was arranged into 34 provincial administrative units, including 28 provinces and 6 centrally-run cities.
This is a historic decision, aiming towards an effective governance system, suitable to the situation and development requirements of the country in the new period.
To thoroughly grasp and implement the Party and State's policies on the arrangement of provincial-level administrative units; the Central Organization Committee's guidance on personnel organization, the Central Public Security Party Committee's Standing Committee assigned the Personnel Organization Department to preside over and coordinate with the Public Security of units and localities to review and develop personnel plans in accordance with procedures, regulations, criteria and standards.
The meeting of the Standing Committee of the Central Public Security Party Committee discussed thoroughly, systematically, closely, in compliance with the principles of democratic centralism, publicity, transparency, and objectivity, and unanimously decided to arrange 34 provincial-level Public Security Directors, including 11 local Public Security Departments that remain the same and 23 local Public Security Departments after the merger.
"These are major policies and regular work on personnel work, and are also the concretization of the exemplary and pioneering role of the Public Security Forces in implementing the Party's policies and the State's laws and policies," Minister Luong Tam Quang affirmed.
The two-level local government model is about to officially come into operation. On June 30, the Central Government's resolutions and decisions will be announced in turn in 34 localities across the country. The task of arranging the organization of the provincial and communal police and the task of ensuring security and order (ANTT) is very urgent, with very high requirements, the nature of "running and queuing at the same time". Minister Luong Tam Quang requested the comrades of the Police Directors of 34 localities to do things immediately, immediate tasks and strategic tasks.
"For urgent requirements, it is necessary to arrange the organization so that we have a model towards an effective management system, suitable to the situation. This is also the time when we enter a historical period, we need to review to ensure that when the new administrative organization comes into operation, it is effective, efficient, close to the people, serving the people, operating smoothly, without bottlenecks", Minister Luong Tam Quang pointed out.

A turning point in strategic thinking in security management
Assigning tasks to the leaders of the Public Security units and localities, Minister Luong Tam Quang requested the Directors to unify their awareness that the merger of provincial-level administrative units, the disorganization of district-level administrative units and the reorganization of commune-level administrative units are not simply changes in administrative boundaries, but a turning point in national governance thinking, from a fragmented development model to an integrated spatial thinking, from units and localities to regional linkages, creating new growth drivers, expanding development space, building a government close to the people, serving the people.
From there, there must also be a turning point in strategic thinking in political security management and social order and safety.
The Minister said that security and order must clearly affirm its fundamental role for the success of development in the new revolutionary period.
Unlike before, security for development, now requires higher security protection - in addition to security for development, security must be the foundation for the success of development, not only requiring better development than the traditional task of protecting national security and order, but also being a pioneer in implementing the Party's strategic policies, being sensitive in grasping the situation, advising, giving advice, providing a peaceful and stable environment, ensuring the solidity for the success of development.

From there, the Minister requested the Public Security of units and localities to support and create maximum convenience, accompany sectors, levels, enterprises, businessmen and people to implement the strategic resolutions set forth by the Party.
In the new revolutionary period, through the work of ensuring security and order, it is necessary to promptly detect and propose to overcome loopholes and shortcomings in the state management of the socio-economy, minimize the causes and conditions for the occurrence of crimes; must support and create the most favorable conditions for production and business activities of enterprises and people. In investigating and handling crimes, it is necessary to strictly handle criminal acts, associated with ensuring the legitimate interests of organizations and individuals, creating and creating favorable conditions for high-quality and sustainable development of the country...
