This is the content of plan No. 4354/KH-UBND to organize the implementation of action plan No. 459-KH/TU of the Ho Chi Minh City Party Committee on implementing Resolution No. 57-NQ/TW of the Politburo .

The general goal of the plan is to enhance the endogenous capacity and competitiveness of Ho Chi Minh City's economy through promoting research, application of science and technology, technology transfer, improving productivity, quality, and added value in key areas.
Promote innovation activities, form a startup ecosystem, connect research centers, training institutions, and businesses, while inspiring creativity and attracting high-quality resources.
The city will restructure, build a unified digital infrastructure, apply artificial intelligence, cloud computing, ensure information security, network security, contribute to improving the quality of life and shifting the economic structure towards industrialization and modernization. Focus on improving the quality of human resources, promoting the creative potential of the whole society, promoting regional connectivity and international integration in science and technology.
Ho Chi Minh City People's Committee has proposed 10 groups of key tasks and solutions, specifically:
Firstly, regarding leadership and direction, Ho Chi Minh City will strengthen the Steering Committee for Science and Technology Development, Innovation, Digital Transformation and Project 06. Issue plans, guidance documents, clearly assign tasks, time, and products to each department, industry, and locality; integrate the contents of Resolution No. 57 into the strategy and planning for socio-economic development of the whole city. A city-level Science and Technology Advisory Council will also be established with the participation of domestic and foreign experts.
Second, the Ho Chi Minh City People's Committee determined to raise awareness, create breakthroughs in thinking and political determination in developing science and technology, innovation and digital transformation. Accordingly, it will organize the study and dissemination of Resolution 57-NQ/TW widely throughout the entire political system. The propaganda content focuses on the core issues of the Resolution, linked to the reality of Ho Chi Minh City. At the same time, Ho Chi Minh City promotes communication about digital transformation in newspapers and social networks, opens a propaganda page and launches the "digital learning" movement. Issue a code of conduct in the digital environment for cadres, civil servants and public employees; incorporate the content of "digital ethics" and "digital skills" into the general education program; launch the movement to build "digital culture".
Third , Ho Chi Minh City urgently requires the improvement of institutions, the elimination of development barriers, thereby turning institutions into competitive advantages. In particular, the City proactively reviews and proposes amendments to regulations on land, investment, intellectual property, tax, credit, etc. to encourage research, technology application, support businesses and people to use digital services. Develop plans, strategies and specific policies on investment for innovation, high technology, research centers, application of artificial intelligence, biotechnology, renewable energy, etc.
At the same time, Ho Chi Minh City will be ready to test new technologies, new “sandbox” business models, support businesses to test new technologies, and create a controlled exemption mechanism. The city will prioritize budget allocation for key science and technology, innovation, and digital transformation tasks, in parallel with socialization, attracting private investment, and developing PPP models for digital infrastructure and research centers. In addition, the city will also drastically simplify administrative procedures and create favorable conditions for people, businesses, institutes, schools, especially technology businesses, to access land, capital, and human resources.
Fourth , focus on building a strategy for developing digital infrastructure, digital platforms and services. Invest in synchronous, modern and secure digital infrastructure by 2045; provide broadband coverage to remote areas; issue a list of shared databases and open data. Smart operating systems, application of data analysis tools (AI, Big Data)... will support management and operations.
Along with that, Ho Chi Minh City will support small and medium enterprises to access digital solutions, deploy e-commerce, build digital brands, trace product origins, encourage participation in digital supply chains, develop the digital economy, digital society, build online market models, and implement the "digital literacy" movement. In addition, the city will apply technology in environmental monitoring, smart agriculture, promote the use of renewable energy, and encourage the socialization of digital infrastructure through public-private partnerships.
Fifth, build a strategy to develop a startup and innovation ecosystem in the next 10 years. The city will establish research and development centers and technology incubators in universities, connecting with businesses. Strongly encourage high-tech startups, support legal procedures, consulting, connect with investment funds and angel investors. Promote innovation in the public sector through a culture of innovation, simplify internal procedures and cooperate with startups.
Sixth , establish a 5-year strategy for developing high-quality human resources, with a vision to 2045. Priority will be given to specialized training of science and technology staff, information technology engineers, human resources in the microchip, semiconductor, and high-tech industries. The city organizes programs to encourage talent, foster digital skills, creativity, and STEAM; strengthen international cooperation, organize regular training courses, and integrate digital transformation content into formal training. The city also clearly identifies human resource needs, builds a specialized database on science and technology human resources, and connects with the national database.
Seventh , build a digital economic transformation strategy at the city level. The key content is to develop a shared digital platform, integrate population, land, and business databases; deploy a Smart Operations Center; develop digital payments, digital economy, digital society; comprehensively digitize work processes and administrative procedures. In addition, Ho Chi Minh City supports businesses in applying technology, building digital brands, connecting with the global market; attracting startups, and ordering technology businesses to perform key tasks.
Eighth , ensure network security and digital sovereignty. Regulations on information security and personal data protection are strictly implemented. Establish or upgrade the Network Security Monitoring Center, build an incident response team, issue security regulations, and increase early warning capacity. Along with that, promote research and development of "Make in Vietnam" information security products.
Ninth , strengthen international cooperation in science and technology, innovation, and digital transformation. In particular, promote regional linkages, learn from effective models in other localities, organize forums and seminars at home and abroad, promote technology transfer. Promote investment from the world's leading technology enterprises, participate in fairs and exhibitions, promote international cooperation initiatives and attract international experts to work.
Finally, Ho Chi Minh City will strengthen monitoring, evaluation and propaganda. Party committees and authorities at all levels will strengthen inspection of the progress of plan implementation; build a mechanism for regular monitoring, transparent information on programs, support and finance; organize preliminary and final reviews, and make adjustments in accordance with the practical situation.
