The Chairman of the Ho Chi Minh City People's Committee has just issued instructions on handling feedback on the situation of receiving and resolving administrative procedures (AP) for people and businesses.

Specifically, the Chairman of the Ho Chi Minh City People's Committee requested departments, branches, sectors, the City Police, the City Social Insurance, the City Tax Department, the People's Committees of communes, wards, and special zones to immediately inspect and rectify the situation of "paper brokers" at the Public Administration Service Centers and One-Stop Shops of agencies and units. It is necessary to arrange sufficient human resources and equipment to guide and support people and businesses in performing administrative procedures and online public services.
Do not arbitrarily request people to provide additional procedures beyond the regulations. In particular, it is forbidden to require VNeID when submitting applications directly, as well as to ask people to confirm or commit to matching information between the new administrative area and the old information on documents issued by state agencies.
Arrange adequate human resources, equipment, and facilities for the Public Administration Service Center, One-stop-shop Departments of agencies and units, in accordance with the scale and number of records to be received and processed. In particular, focus on newly decentralized administrative procedures, assigned authority, or with a large number of records such as: land, household registration, construction, etc.
Rectify the process of handling administrative procedures, improve the efficiency of providing online public services; promote the digitization of records and results and strictly implement the process of receiving and returning results at one-stop centers and departments.
Preside over and coordinate with relevant agencies to organize training, provide professional guidance, skills in receiving and handling administrative procedures for commune-level officials and civil servants, especially newly decentralized administrative procedures, assigned authority, and administrative procedures with a large number of records.
In addition, the Chairman of the Ho Chi Minh City People's Committee requested the People's Committees of communes, wards and special zones to review, study and propose reasonable arrangements for receiving and returning results of administrative procedures, in accordance with geographical conditions, population size and volume of records. At the same time, implement non-administrative administrative procedures with 100% of procedures throughout the city, in accordance with the provisions of Decree No. 118/2025/ND-CP.
The Office of the Ho Chi Minh City People's Committee is assigned to coordinate with the Department of Home Affairs to strengthen inspection of the reception and handling of administrative records at agencies and units; advise on reminding and correcting cases of slow handling of records, causing trouble for people and businesses.
The Chairman of the Ho Chi Minh City People's Committee also requested agencies and units to promptly report any difficulties and problems arising during the implementation process to the Ho Chi Minh City People's Committee (through the City People's Committee Office) for guidance on how to resolve them.
