Speaking at the conference, Chairman of Thu Duc City People's Committee Hoang Tung emphasized that the 9 1/2000 scale zoning plans, with 11 key development areas, are an important legal basis and foundation to attract domestic and foreign investment. At the same time, it is an important legal basis to orient development in the new period when implementing a 2-level government model with development space for the fields of services, training, finance, high technology, logistics, seaports and innovation associated with the Southeast regional connection, in which the focus is the Thu Thiem international financial center.

From July 1, 12 new wards in Thu Duc City will closely coordinate with Ho Chi Minh City departments and branches to establish and cover detailed planning at a scale of 1/500. This is an important basis for moving towards a policy of exempting construction permits for individual houses, expected to be piloted from January 1, 2026.
On this occasion, 17 investors were granted investment policy decisions by the Thu Duc City People's Committee for housing development projects in the area in the first 6 months of 2025, with a total registered capital of more than VND 54,000 billion.
In his speech, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that the announcement of 9 1/2000 scale zoning plans of Thu Duc City is very important in the urban development process of Thu Duc City. Referring to the role of Thu Duc City, he said that whether it is now or in the new Ho Chi Minh City in the future, Thu Duc City still holds an important position and role, being a special city of the Ho Chi Minh City megacity.

Referring to the development orientation of Ho Chi Minh City according to the 1-4-1 strategy (modern synchronous infrastructure, including basic infrastructure, traffic infrastructure and digital infrastructure - semiconductor chips, artificial intelligence (AI), big data, innovation - high-qualityeducation and healthcare city), he affirmed that many contents of the strategy are located in Thu Duc City.
The Chairman of the Ho Chi Minh City People's Committee also welcomed investors who trust and choose Ho Chi Minh City in general and Thu Duc City in particular as a base for doing business and living, contributing to the development of Ho Chi Minh City.
From July 1, Thu Duc City, along with other localities across the country, will officially operate under a two-level local government model. The Chairman of the Ho Chi Minh City People's Committee emphasized that this is not the end, but the beginning of a new chapter in the journey of building a modern urban governance system. At the same time, he expected that the announcement of 9 zoning plans in Thu Duc City will contribute to creating a breakthrough for this area in the coming time.

Basic contents of 9 1/2000 scale zoning plans
Zone 1 belongs to Thu Thiem, An Loi Dong, Thao Dien wards, part of An Khanh and An Phu wards; with an area of 1,807 hectares, population of 332,500 people; the main development orientation is Thu Thiem International Financial Center.
Sub-area No. 2 belongs to Hiep Binh Chanh Ward and part of Linh Dong, Truong Tho, Hiep Binh Phuoc , Tam Phu, Tam Binh Wards; with an area of 2,042 hectares, population of 270,000 people; the main development orientation is the new urban center of Truong Tho.
Zone 3 is located in Linh Tay, Linh Chieu, Binh Tho, Linh Trung, Binh Chieu, Linh Xuan wards and part of Tam Binh, Tam Phu, Linh Dong, Truong Tho, Hiep Binh Phuoc wards; with an area of 2,468 hectares, population of 440,000 people; the main orientation is to develop Ho Chi Minh City National University.
Sub-area No. 4 belongs to Long Binh ward and part of Tan Phu ward, Long Thanh My ward; with an area of 2,945ha, population of 280,442 people; the main orientation is the National Historical - Cultural Park in the direction of public park, thematic park combined with eco -tourism .
Sub-area No. 5 belongs to Long Phuoc ward and part of Truong Thanh ward, Long Truong ward; with an area of 3,425ha, population of 210,000 people; the main orientation is to develop a knowledge urban area associated with the core of institutes - schools, research facilities, and specialized training in the Long Phuoc area.

Zone 6 belongs to part of Thanh My Loi, Cat Lai, Binh Trung Dong, Phu Huu wards; with an area of 1,587 hectares, population of 127,500 people; its main orientation is to be the port, industrial and logistics service center of Ho Chi Minh City and neighboring urban areas.
Sub-area No. 7 belongs to Binh Trung Tay ward and part of An Khanh, An Phu, Phu Huu, Binh Trung Dong, Cat Lai, Phuoc Long B, Thanh My Loi wards; with an area of 1,748 hectares, population of 300,000 people; has the main orientation to develop a multi-functional mixed-use urban area along the Ho Chi Minh City - Long Thanh - Dau Giay expressway and Vo Chi Cong street.
Sub-area No. 8 belongs to Phuoc Long A, Phuoc Long B, Phuoc Binh wards and part of An Phu, Tang Nhon Phu B, Phu Huu wards; with an area of 1,195 hectares, population of 248,000 people; the main development orientation is Rach Chiec National Sports Complex combining the function of urban public park and service functions, becoming one of the driving forces of development of Ho Chi Minh City.
Sub-area No. 9 belongs to Hiep Phu, Tang Nhon Phu A, Tang Nhon Phu B wards and part of Phuoc Long B, Tan Phu, Long Thanh My, Truong Thanh, Long Truong, Phu Huu wards; with an area of 2,222 hectares, population of 345,000 people; the main development orientation is to renovate and encourage the reconstruction of existing residential areas; forming multi-functional complexes along main traffic axes associated with public transport.
