In Ho Chi Minh City, primary school students are exempted from tuition fees and secondary school students are supported with 100% of tuition fees. High school students only collect 100-120 thousand VND/student/month.

Ho Chi Minh City supports tuition fees up to 300 thousand/month for middle school students.

On January 3, the Department of Education and Training of Ho Chi Minh City issued a document on implementing Resolution No. 36/2023/NQ-HDND of the City People's Council and providing guidance on the collection and use of tuition fees for the 2023-2024 school year of educational and training institutions in the area.

According to the guidance document, for the 2023-2024 school year, public educational institutions in Ho Chi Minh City will apply tuition fees of 100,000-200,000 VND/student/month for nursery and kindergarten levels depending on the group. Primary school students are exempt from tuition fees and secondary school students are supported with 100% of tuition fees. High school students will collect from 100,000-120,000 VND/student/month.

Specific tuition fees for each level of education are as follows:

Group 1 includes students studying at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan; group 2 includes students studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.

Tuition fees for the 2023-2024 school year for public preschool and general education institutions that cover their own regular expenses and public preschool and general education institutions that cover their own regular expenses and investment expenses: will be implemented according to the tuition fees implemented for the 2021-2022 school year.

For continuing education institutions and other training institutions implementing general education programs, tuition fees are applied equivalent to those of public general education institutions at the same level in Ho Chi Minh City.

Tuition fees for online learning are 50% of the above tuition fees.

Tuition support up to 300 thousand VND/student/month

Also according to the Department of Education and Training of Ho Chi Minh City, when implementing the special policy of tuition support, public and non-public educational institutions and vocational training institutions in the city should pay attention to the organization of implementation of some contents.

Accordingly, the subjects of application are: Preschool children, public middle school and high school students, and continuing education students; Preschool children, non-public middle school and high school students do not include students studying at foreign-invested educational institutions.

The specific support level is divided into 2 groups of subjects, including: Group 1 is Students studying at schools in Thu Duc City and districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan; Group 2 is Students studying at schools in districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.

Public educational institutions have temporarily collected tuition fees to refund students as follows: Group 1 is 60,000 VND/student/month; Group 2 is 30,000 VND/student/month. Refund period is before January 31, 2024.

For students who have transferred schools, educational institutions are responsible for paying tuition support based on the number of months actually studied at school.

For non-public educational institutions, the Department of Education and Training proposes to provide one-time support based on the number of actual months of study at the end of the 2023-2024 school year.
