Ho Chi Minh City removes difficulties for non-public education after merger

On August 15, the Ho Chi Minh City Investment and Trade Promotion Center (ITPC) coordinated with the city's Department of Education and Training to organize a dialogue conference between education and training enterprises and the city government.

The conference attracted more than 350 delegates representing departments, branches, local authorities and businesses in the field of education in the city.

At the conference, opinions from business representatives focused on questions about legal procedures, licensing, renewal and management of educational activities for foreign language centers, skills training facilities and joint teaching activities.

Representatives of the Department of Education and Training and relevant agencies answered questions from business representatives.

Many businesses proposed allowing an individual to operate multiple foreign language centers in the same system to suit the chain model; foreign language centers applying for permission in Ho Chi Minh City but when opening operations in other provinces and cities do not have to establish additional representative offices; recommending shortening the time to process documents, legal procedures, and change seals; and clarifying regulations on foreign language centers being allowed to teach skills, talents, and related procedures for applying for additional licenses.

Regarding preferential policies and business support, businesses proposed applying a 10% corporate income tax incentive for the education sector (especially for private preschools and foreign language training), supporting operating costs, and specific tax policies for private preschools to encourage the socialization of education.

In addition, businesses recommended adding a mechanism to support non-public schools in investing in facilities, increasing flexibility in class size, and removing the maximum number of classes for multi-level schools.

At the conference, the opinions of enterprises also stated that the merger of administrative boundaries of Ho Chi Minh City (new) promotes the demand of educational enterprises for cooperation, investment and regional linkage. In particular, enterprises hope to remove legal obstacles to attract investment in the form of PPP in general education, procedures for merging educational institutions after adjusting administrative boundaries to create favorable conditions for teachers and students; further improve the quality of legal support, procedural guidance and inter-sectoral coordination to process documents quickly and transparently, have a synchronous online mechanism from submitting documents, receiving recommendations to responding to save time and costs for enterprises.

At the conference, representatives of the Department of Education and Training of Ho Chi Minh City and related departments and branches directly answered, clearly explained the legal basis, procedures and provided appropriate solutions to the issues raised by businesses.

In particular, issues related to administrative procedures after administrative boundary merger, licensing, seals, tax incentives, etc. are all answered and specifically guided, helping businesses feel secure in implementing their operational plans.
