According to the plan, in phase 1, the city will establish a working group before October 4 and complete the review, data collection, legal documents collection and announce the statistical results of the list of commercial housing projects in the city before October 23.
In phase 2, the city will group and classify difficulties and problems and propose appropriate solutions for each level of authority.
During this phase, the working group must make a list of commercial housing projects in each specific group of problems and solutions to resolve and remove them.
In phase 3, the city will implement solutions proposed in phase 2, remove difficulties and obstacles, and resolve the issuance of Certificates to home buyers at commercial housing projects in the city.
At the end of this period, the working group will report on the implementation of solutions to remove difficulties and obstacles and resolve the issuance of certificates in 2024 and the implementation plan in 2025.
Previously, in March 2024, the Ho Chi Minh City Land Registration Office reported that out of a total of more than 191,000 housing units (including apartments and individual houses), the city had not yet issued certificates for more than 81,300 units.
Of these, more than 17,500 houses are not eligible for certificates, more than 5,300 houses have investors who have not completed additional financial obligations, and more than 10,000 houses are stuck because they belong to a new type of real estate.
