The Office of the Ho Chi Minh City People's Committee announced the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong at a meeting on the progress of urban railway projects. The meeting took place on August 27 with the participation of representatives of investors, experts and leaders of relevant departments, branches and units.

In conclusion, the Ho Chi Minh City People's Committee acknowledged and highly appreciated the interest and project implementation proposals of enterprises in the past time. At the same time, the city leaders assigned specific tasks to each unit, requiring urgent implementation to ensure progress.
Regarding the proposal for a railway route connecting the center of Ho Chi Minh City and Can Gio district proposed by the High-speed Railway Investment and Development Joint Stock Company (Vinspeed), the Ho Chi Minh City People's Committee assigned relevant departments, branches and localities to promptly give their opinions according to the request of the Department of Finance before September 7.
On this basis, the Department of Finance will synthesize, advise and propose the order and procedures for reviewing investment policies, and at the same time urge units that are slow or do not respond to report to the Ho Chi Minh City People's Committee before September 15.
Meanwhile, projects proposed by Truong Hai Group Joint Stock Company ( Thaco ), including Metro Line No. 2 (Tham Luong - Ben Thanh, Ben Thanh - Thu Thiem) and the Thu Thiem - Long Thanh railway line, were also assigned to the Department of Construction to coordinate. The units will work with investors to agree on the implementation plan on investment form, capital source, technology, route direction and progress, and report to the Ho Chi Minh City People's Committee before September 15.
Regarding the proposal for Metro Line 4 (Dong Thanh - Hiep Phuoc Urban Area) of Sovico Group Joint Stock Company, the city continues to assign the Department of Construction to preside over and coordinate with relevant departments, branches and units to work with the investor. The results of the agreed implementation plan must be reported to the Ho Chi Minh City People's Committee before September 25.
Similarly, with the express railway project connecting the center of Ho Chi Minh City - Cai Mep - Bau Bang - Can Tho proposed by Becamex Corporation, the Department of Construction coordinated with relevant units to work with investors, agree on the implementation plan according to the direction of the Chairman of Ho Chi Minh City People's Committee and complete the report before September 25.
Not only focusing on each individual proposal, Vice Chairman of Ho Chi Minh City People's Committee - Bui Xuan Cuong also assigned the Department of Construction to coordinate with the Urban Railway Management Board, departments and consulting experts to develop a comprehensive report to serve the meeting of the Steering Committee for the development of the urban railway system.
In the process of completing the report, units must study the 2025 Railway Law to clarify the name and type of each project, thereby having a basis for proposing additions to the list attached to Resolution 188.
The leaders of the Ho Chi Minh City People's Committee also requested relevant units to promptly identify priority railway routes in the 2025 - 2035 period and propose specific mechanisms and policies for implementation.
In particular, the Department of Finance is assigned to coordinate with the Ho Chi Minh City Institute for Development Studies, the Urban Railway Management Board and related units to supplement mechanisms on capital sources, investment procedures, site clearance costs, environmental procedures, etc.
These contents will be included in the project to amend and supplement Resolution 98 and must be completed and reported before September 5, submitted to the Steering Committee and the Standing Committee of the City Party Committee on time.
