On the afternoon of September 4, the Ministry of Industry and Trade held a conference to implement Resolution 70-NQ/TW of the Politburo on ensuring national energy security until 2030, with a vision to 2045.
According to Deputy Minister Nguyen Hoang Long, Resolution 55-NQ/TW dated February 11, 2020 of the Politburo on the orientation of Vietnam's National Energy Development Strategy to 2030, with a vision to 2045, has become a guideline, laying the foundation for major policies.
Entering a new development period, in the new context of the country, under the strong direction of the Central Government, the Ministry of Industry and Trade established a working group to research and draft Resolution 70. And Resolution 70 was born and became a beacon of light, guiding the entire energy sector in the new period.
" By 2025, Vietnam's power system will have risen to lead ASEAN in total installed capacity, with an expected scale of over 90,000 MW, and will be among the top 20 countries in the world . However, the process of summarizing Resolution 55 also pointed out limitations and shortcomings that need to be overcome.

The Deputy Minister of Industry and Trade also emphasized: If Resolution 55 previously laid the foundation for strategic orientation, highly appreciated by public opinion at home and abroad, this time Resolution 70 has gone one step further, more specific, more detailed, closely following the breath of life, going straight to practical, urgent issues that the whole industry is struggling with, looking for solutions.
However, the Deputy Minister said that the resolution is just the beginning. The biggest challenge is to organize and implement it in practice, requiring determination, creativity and the spirit of doing it right away. " There is no longer the concept of progressing step by step, but from 2025 we have to solve difficulties and problems in mechanisms and policies ," he said.
Sharing the same view, Mr. Nguyen Anh Tuan, General Director of Vietnam Electricity Group (EVN), said that Resolution 70 is an important document, setting out major and comprehensive orientations, creating a basis for units in the Ministry, corporations, general companies and energy enterprises to implement specific action plans.
" Resolution 70 will quickly come into effect, creating a solid foundation to ensure national energy security in the new period," said the EVN General Director.
Also at the conference, Mr. Phan Tu Giang, Deputy General Director of the Vietnam National Energy and Industry Group (Petrovietnam), said that Resolution 70 is a very new document, representing an important shift compared to the previous Resolution 55, with more open mechanisms, facilitating investment and management activities in the energy sector.
“ Currently, we are researching and developing an action program to concretize the spirit of the Resolution, ensuring the group's development strategy is linked to the goal of national energy security ,” said Mr. Giang.
In addition, Petrovietnam leaders also recommended that the Ministry of Industry and Trade continue to advise the Government and the National Assembly to soon institutionalize the contents of Resolution 70, which is extremely urgent.
Previously, on August 20, General Secretary To Lam signed and issued Resolution 70 of the Politburo on ensuring national energy security until 2030, with a vision to 2045, with many important goals.
The Resolution clearly stated that, in order to meet the requirements of rapid and sustainable development of the country in the coming time, especially to implement the two strategic goals by 2030 and 2045, ensuring energy security plays a very important role. Energy must be one step ahead, fully meeting the needs of socio-economic development, national defense, security and improving people's lives.
