On the afternoon of August 28, at the 3rd session, the Ho Chi Minh City People's Council passed a resolution on the investment policy for the project to complete the construction of the Go Cong traffic intersection and the branch connecting Hanoi Highway to this intersection on Ring Road 3.
The project has a total capital of 12,440.9 billion VND, invested by the city budget, with implementation period from September 2025 to 2029. Construction is expected to start in the first quarter of 2027 after completing compensation and site clearance.
Ho Chi Minh City assigned the Project Management Board for Investment and Construction of Traffic Works as the investor.
The route is about 5.9 km long, starting at the Station 2 intersection on Hanoi Highway, ending at the Go Cong intersection - the intersection between Ring Road 3 and Nguyen Xien Street, passing through Tang Nhon Phu, Long Binh, and Long Phuoc wards.
Regarding the investment scale, the project will build a new route connecting Hanoi Highway with Go Cong intersection with a scale of 2 parallel roads on both sides, a total of 6 lanes, divided into 3 sections, to connect Ring Road 3 and Ring Road 2.

Of which, section 1 from Tram 2 intersection to Le Van Viet street and section 2 from Le Van Viet street to Go Cong bridge are 107m wide. Section 3 from Go Cong bridge to Go Cong intersection is 120m wide, suitable for the intersection area according to planning.
At Go Cong intersection, a 4-storey crossroads will be invested, combined with an underpass on the branch connecting from Hanoi Highway through Long Phuoc ward to Dong Nai 2 bridge.
Invest in a 4-lane overpass on Ring Road 3 to complete the planning and build overpasses at the intersection with Le Van Viet Street, overpasses at the intersection with D1 Street, overpasses over Go Cong Canal, and overpasses over Trau Trau Canal.
The project is expected to relieve bottlenecks, meet the needs of traffic connection for socio -economic development in the eastern area of Ho Chi Minh City, gradually complete and perfect the traffic network according to the approved transport development plan to 2040 and vision after 2040 of Ho Chi Minh City.
Also at this session, the Ho Chi Minh City People's Council approved the adjustment of the investment policy for the project to build the Thoi An - Thanh Xuan Inter-ward Road (route 2).
The project has a total investment of more than 1,152 billion VND, adjusted to more than 3,563 billion VND. The project has been transferred from group B to group A, and the implementation period has been adjusted from 2019 to 2028, instead of the previous period of 2019 to 2021.
