Congratulating Vietnam on its important development achievements and its growing international position and prestige, President Lee Jae Myung expressed his admiration for the great country of Vietnam and the great and resilient Vietnamese people in the struggle for national liberation. The President believes that Vietnam will continue to achieve new feats in national development and under the leadership of General Secretary To Lam, Vietnam will soon become a developed country and a center of the region.

Recognizing Vietnam as a very important country in the region, President Lee Jae Myung emphasized that Korea is ready to accompany Vietnam in the next stages of development.

General Secretary To Lam appreciated President Lee Jae Myung's invitation to the General Secretary and his wife to visit Korea right after his election, demonstrating Korea's high regard and priority for Vietnam, as well as the Vietnam-Korea Comprehensive Strategic Partnership.

General Secretary To Lam believes that President Lee Jae Myung will lead the Republic of Korea to continue creating new "Miracles on the Han River" in the coming time. Vietnam consistently attaches importance to relations with the Republic of Korea in its foreign policy and hopes that together with President Lee Jae Myung and the leaders of the Republic of Korea, the cooperation between the two countries will continue to have new, substantive, effective, and sustainable changes in all areas, commensurate with the highest framework of diplomatic relations.

Vietnam - Korea relations have many outstanding highlights after more than 30 years of establishing diplomatic relations, especially since upgrading to Comprehensive Strategic Partnership and jointly concretizing the action program to implement this highest diplomatic framework.

President Lee Jae Myung shared and agreed with General Secretary To Lam's opinion that Vietnam and the Republic of Korea are having very favorable strategic conditions to consolidate higher political trust, make joint efforts to improve the effectiveness of substantive cooperation in all fields, complement each other's strengths and develop together, grow together in the new era of the two nations.

General Secretary To Lam and President Lee Jae Myung agreed to continue to firmly consolidate political trust and promote strategic coordination in key areas of diplomacy, defense and security; expand cooperation through all channels of the Party, State, Government, National Assembly and people-to-people exchange; and create a foundation to promote and expand bilateral cooperation in all fields.

The leaders of the two countries shared common views on jointly shaping and implementing a new strategic vision for Vietnam-Korea economic cooperation, from market-based cooperation to cooperation in developing production chains and developing high-quality human resources. In particular, cooperation will shift from breadth to depth, prioritizing quality, efficiency, sustainability, enhancing innovation capacity and long-term sustainable development benefits; bringing Vietnam-Korea economic cooperation to a new level, in line with the needs and interests of the two countries in the current new context.

Vietnam aims to become a value-creating partner with Korea

The two sides agreed to facilitate trade and open markets for each other's goods; support capacity building for Vietnamese enterprises to participate more deeply in the global supply chain of Korean enterprises, thereby soon completing the target of bilateral trade turnover reaching 150 billion USD by 2030.

The two leaders agreed to elevate science and technology cooperation to become a pillar and a new bright spot in bilateral relations so that Vietnam can become a partner in creating value with Korea in science, technology and innovation.

General Secretary To Lam said that Vietnam is ready to create favorable conditions for large Korean enterprises to expand their investment scale in Vietnam, prioritizing areas in which Korea has strengths and is suitable for Vietnam's new development orientation such as infrastructure development, production of high-tech electronic equipment, semiconductors, artificial intelligence (AI), renewable energy, and smart cities.

President Lee Jae Myung hopes that Vietnam will pay attention and support Korean enterprises to expand and improve the efficiency of their business operations, make long-term investments in Vietnam, and support them to participate in key projects in Vietnam.

Korea continues to consider Vietnam an important strategic partner in development cooperation; committed to further expanding the scale of ODA support for areas of interest to Vietnam such as infrastructure, research and development, and climate change response.

The South Korean President also affirmed that he will increase quotas and expand the industries receiving Vietnamese workers.

The two sides agreed to enhance cultural and educational cooperation, people-to-people and humanitarian exchanges. This is not only the glue that binds the two countries together, but also the strategic foundation for the companionship between the two countries.

General Secretary To Lam suggested that Korea share its experience in developing cultural and entertainment industries and coordinate to soon establish a Vietnamese Cultural Center in Korea...

Delighted with the 5 million tourists from both countries visiting each other in 2024, the two leaders wished to continue to develop tourism cooperation even more strongly.

President Lee Jae Myung agreed to continue promoting friendship and substantive cooperation between localities of the two countries, and closely coordinate to protect the legitimate rights of citizens of one country in the other.

General Secretary To Lam and President Lee Jae Myung discussed international and regional issues of mutual concern; shared the importance of maintaining peace and stability in the East Sea, ensuring legitimate and legal rights in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982); and believed that progress in inter-Korean relations and establishing lasting peace on the Korean Peninsula are essential for peace and prosperity not only on the Korean Peninsula but also for the international community.
