This is the first project implemented under the new policy of the Politburo on investing in the construction of 248 primary and secondary boarding schools in land border communes.
Also participating in the delegation were Politburo member, Secretary of the Party Central Committee Le Minh Hung; Head of the Central Organization Committee Nguyen Duy Ngoc, Chairman of the Central Inspection Committee; Politburo members Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security ; comrades Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; Ho Duc Phoc, member of the Party Central Committee, Deputy Prime Minister; Tran Quang Phuong, member of the Party Central Committee, Vice Chairman of the National Assembly; comrades Central Party Committee members, leaders of a number of central ministries, branches, Hanoi city and Dien Bien province.
Dien Bien is a mountainous, border province with a particularly important strategic position. With 19 ethnic groups living together, more than 82% of the population are ethnic minorities, life is still difficult, transportation is limited, especially in border communes.
The investment policy for the Si Pa Phin Primary and Secondary School project (Dien Bien) is implemented in Si Pa Phin commune. The implementation time and progress are in 2025-2026, with the Department of Education and Training of Dien Bien province as the investor, with a total investment of 220 billion VND from the support capital of Hanoi city and socialized capital.
This is a key educational project, large-scale, modern, synchronous with 31 classrooms, dormitory, subject classrooms, multi-purpose hall, library, sports field, swimming pool... meeting the learning and living needs of more than 1,000 students who are children of ethnic groups in border communes.
The project not only helps students have better conditions to study and practice, but also contributes to preserving cultural identity, creating a source of future cadres for the locality, and strengthening national defense and security in border areas.

Speaking at the groundbreaking ceremony, General Secretary To Lam emphasized that our Party always considers education as the top national policy and a key driving force for the country's sustainable development.
In recent years, despite many difficulties, the Party and State have paid great attention to the border areas. In reality, the school system, especially the inter-level boarding schools in border communes, is still very inadequate, causing many limitations in the learning conditions of students.
The General Secretary stated that the policy of investing in building 248 inter-level boarding schools is a correct policy with profound humanistic significance, demonstrating the special concern of the Party and State for people in border areas, remote and disadvantaged areas.
Building schools is not only to provide children with better learning conditions, but also to aim at the long-term goal of improving the quality of life of people in border areas, contributing to preserving national sovereignty from the root, which is the people, the community of residents attached to the land, the forest, and the border markers.

In order for the Si Pa Phin Primary and Secondary School project to soon become a reality, contributing to the successful implementation of the Party's policy, the General Secretary requested the Provincial Party Committee, the People's Committee of Dien Bien province and Si Pa Phin commune to resolutely take action, considering this a particularly important political task, which must be done well, quickly and effectively; must ensure the site, infrastructure, and capital disbursement on schedule, while creating the most favorable conditions for construction and teaching units in the future.
“This is a project of the people's hearts, for the future of our children, and must not be delayed or spread out,” the General Secretary emphasized.
The General Secretary requested that the design, construction, consulting and supervision units must carry out the construction with all their heart and with the highest sense of responsibility, considering this not only a construction project but also a place to entrust the trust and dreams of the border people; must ensure the quality of the project, labor safety, techniques and aesthetics, worthy of being a model school in the border area.
The Party Committee, government and organizations of Si Pa Phin commune need to continue to pay attention to families with children studying, mobilize people to send their children to school regularly, create conditions for them to study properly; it is necessary to link school construction with preserving national cultural identity; teaching literacy must go hand in hand with teaching people, teaching human morality, and love for the homeland and country.
The General Secretary advised, “People in the area continue to accompany, support, and share so that the project can be implemented smoothly. This is the school of our children, of our people, so we must preserve and develop it together.”
Central ministries, branches, border localities, and relevant units urgently complete institutions, mechanisms, regulations, and clear decentralization, and allocate appropriate resources to ensure progress and quality of investment in building a system of inter-level boarding schools according to the Politburo's policy; ensure a comprehensive, green, clean, beautiful, close, and unique educational environment; focus on building a team of long-term, capable, and dedicated teachers for ethnic minority students.
The General Secretary requested that central ministries and branches closely coordinate with local Party committees and authorities, village elders, village chiefs, and armed forces to mobilize people to care for education, consider schools as "fortresses" of knowledge, culture, and patriotism at the border; strengthen propaganda work, create social consensus, promote the role of the Fatherland Front and socio-political organizations, mobilize social resources, businesses, and individuals to accompany the Party and State on the journey of "taking children to school".
With the determination of the entire political system, the consensus of the people, especially the affection and responsibility of teachers in the border areas of the Fatherland, the General Secretary believes that the boarding school system will be successfully built in 248 border communes so that every child in the highlands and remote areas will have the opportunity to study, develop and reach a bright future.

At the groundbreaking ceremony, comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee expressed that over the past years, with the attention, leadership and close direction of the Party Central Committee, the National Assembly, the Government and the Central ministries and branches; the practical and meaningful support of the City Party Committee, the People's Committee and the people of Hanoi; the help and companionship of sponsors; along with the efforts of the entire political system and the people of all ethnic groups in the province, Dien Bien has achieved many important results in socio-economic development, ensuring national defense and security and improving people's lives, including in the fields of education and training.
Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong affirmed that Dien Bien province is committed to closely coordinating with relevant agencies and units to ensure the project is implemented on schedule, with quality, safety and soon put into use.
At the same time, the province will select and arrange a team of dedicated and responsible managers and teachers so that the school can truly become a warm common home, a place to nurture knowledge and dreams for future generations, especially students from ethnic minorities in mountainous and border areas with many difficulties in the province.
Next, General Secretary To Lam and the Central delegation attended the inauguration ceremony of the project to remove temporary and dilapidated houses of Mr. Ly A Chong's family in Nam Chim village, Na Sang commune, Dien Bien province and presented gifts to 10 policy families in the area.
