Contact and dialogue with citizens before issuing a decision to resolve complaints

On the afternoon of August 20, at the People's Committee of Tan Thanh Binh commune, Mr. Nguyen Truc Son - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee had a meeting and dialogue with citizens before issuing a decision to resolve complaints (2nd time) according to the provisions of law. Also attending were representatives of relevant departments, agencies and localities.

Also attending were representatives of relevant departments, agencies and localities.

At the dialogue, the representative of the Provincial Inspectorate reported the verification results and the process of resolving citizens' complaints.

Accordingly, Mr. Doan Long Hai, address: Tan Thien Hamlet, Tan Thanh Binh Commune, Mo Cay Bac District, Ben Tre Province (now Tan Thien Hamlet, Tan Thanh Binh Commune, Vinh Long Province) complained about Decision No. 1477/QD-UBND dated April 15, 2025 of the People's Committee of Mo Cay Bac District resolving the rejection of the request for support to stabilize the lives of the remaining 6 members of Mr. Hai's family under the investment project to build infrastructure for the Tan Thanh Binh Industrial Cluster (CCN), Mo Cay Bac District, Ben Tre Province (phase 4).

Mr. Doan Long Hai presented his opinion to the provincial leaders.

Mr. Dang Thanh Lap, address: Tan Long 2 Hamlet, Tan Thanh Binh Commune, Mo Cay Bac District, Ben Tre Province (now Tan Long 2 Hamlet, Tan Thanh Binh Commune, Vinh Long Province) complained about Decision No. 2596/QD-UBND dated June 23, 2025 of the Chairman of the People's Committee of Mo Cay Bac District regarding the rejection of the complaint of Mr. Dang Thanh Lap requesting compensation for the cost of pumping sand to fill the remaining land belonging to the investment project to build infrastructure for Tan Thanh Binh Industrial Park, Mo Cay Bac District, Ben Tre Province (phase 7).

After listening to the opinions of citizens and relevant agencies, Mr. Nguyen Truc Son - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee acknowledged and encouraged Mr. Doan Long Hai to comply with the provisions of the law. At the same time, he assigned the Chairman of the People's Committee of Tan Thanh Binh commune to preside over and coordinate with the Project Management Board of Mo Cay Bac area and related sectors to inspect and immediately resolve difficulties in access and other related requirements for Mr. Hai and households who do not have access to their land when constructing the infrastructure of the industrial park; at the same time, promptly advise the Provincial People's Committee to deploy the next steps on compensation pricing for the next phase of the Tan Thanh Binh industrial park.

Regarding Mr. Doan Long Hai's request for living support for the remaining 6 people, there is no basis for resolution. Do not recognize the content of Mr. Hai's complaint against Decision No. 1477/QD-UBND dated April 15, 2025 of the Chairman of the People's Committee of Mo Cay Bac District. Recognize and maintain Decision No. 1477/QD-UBND dated April 15, 2025 of the Chairman of the People's Committee of Mo Cay Bac District on resolving the content of the complaint of Mr. Doan Long Hai and Ms. Pham Ngoc Le. Mr. Doan Long Hai agreed to withdraw the complaint, assigning the Provincial Inspectorate to report to the Provincial People's Committee to decide to suspend the complaint resolution according to regulations.

The Vice Chairman of the Provincial People's Committee also acknowledged and encouraged Mr. Dang Thanh Lap to comply with the provisions of the law; assigned the Chairman of the People's Committee of Tan Thanh Binh commune to preside over and coordinate with the Mo Cay Bac Project Management Board to create conditions for Mr. Lap to use the remaining land that has not been recovered and create a path for Mr. Lap to access his land.

Assign the Department of Industry and Trade, the Department of Agriculture and Environment, the Civil and Industrial Project Management Board and the People's Committee of Tan Thanh Binh Commune to advise the Provincial People's Committee on implementing the next steps on the compensation price for the next phase of Tan Thanh Binh Industrial Park. Do not recognize the content of Mr. Dang Thanh Lap's complaint against Decision No. 2596/QD-UBND dated June 23, 2025 of the Chairman of the People's Committee of Mo Cay Bac District.

Recognize and maintain Decision No. 2596/QD-UBND dated June 23, 2025 of the Chairman of the People's Committee of Mo Cay Bac district on the settlement of Mr. Dang Thanh Lap's complaint. Mr. Dang Thanh Lap agreed to withdraw the complaint; assign the Provincial Inspectorate to report to the Provincial People's Committee to decide to suspend the settlement of the complaint according to regulations.
