Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 94/CD-TTg dated June 21, 2025 of the Prime Minister on focusing on responding to heavy rains in the midland and mountainous areas of the North.
The dispatch stated: From the evening of June 20 to 21, in the provinces of Thai Nguyen, Hoa Binh, Tuyen Quang, Ha Giang, Bac Giang, Bac Ninh, there was heavy to very heavy rain, especially in Thai Nguyen, there was heavy rain with rainfall from 150-250mm, some monitoring stations recorded very heavy rainfall such as: Gia Bay (Thai Nguyen) 312mm, Cuc Duong (Thai Nguyen) 305mm. Heavy rain, rapid flood of Cau River caused local flooding, especially in urban areas in many localities such as Bac Kan, Tuyen Quang, Ha Giang, Bac Ninh, Bac Giang, especially in Thai Nguyen province (severe flooding occurred along Cau River and urban areas of Thai Nguyen, Pho Yen); floods killed 02 people due to flash floods and landslides, many houses and agricultural production areas were affected by flooding.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, on the night of June 21 and June 22, 2025, heavy rain may continue to occur in the mountainous and midland provinces of the North, floods on the Cau River in Thai Nguyen may peak above alert level 3. There is a very high risk of deep flooding in low-lying areas, landslides, and flash floods in the midland and mountainous provinces of the North.
To proactively respond to heavy rains, risks of floods, landslides, flash floods, ensure the safety of people's lives, limit damage to people's and State's property, the Prime Minister requests the Ministries of Agriculture and Environment, National Defense, Public Security, Industry and Trade, Construction, Chairmen of People's Committees of provinces and cities to focus on drastically, seriously and effectively implementing the Prime Minister's direction in Directive No. 19/CT-TTg on strengthening the work of preventing, combating and overcoming the consequences of natural disasters, and at the same time implementing measures to respond to floods, landslides, flash floods, inundation, focusing on implementing the following key tasks:
The Ministry of Agriculture and Environment organizes a shift to closely monitor developments, forecast, warn, and promptly inform authorities and people about floods and natural disasters, and proactively directs disaster prevention and control work according to assigned functions and tasks.

Chairmen of People's Committees of provinces and cities direct and organize the timely, serious, drastic, effective and synchronous implementation of tasks and solutions for flood prevention and control according to local disaster response plans, directions of the Prime Minister and the Ministry of Agriculture and Environment, focusing on the following tasks:
Organize to update fully and promptly information about natural disasters to people so that they can proactively respond to ensure safety.
Disseminate and instruct people on measures and skills to prevent and combat natural disasters, especially floods, landslides, and flash floods. Mobilize forces to organize the evacuation and immediate relocation of households in dangerous areas, especially the elderly, children, and vulnerable groups in deeply flooded areas along rivers and streams, and areas at risk of flash floods and landslides. At the same time, pay attention to supporting food and necessities to ensure people's lives.
Organize on-duty shifts, deploy flood prevention and control work, ensure safety of dykes and dams according to alarm levels; proactively arrange forces to control, guide and support traffic safety.
The Ministry of National Defense and the Ministry of Public Security directed forces stationed in the area to be ready with forces and means to support flood response and rescue work when requested by the locality.
Vietnam Television, Voice of Vietnam, and Vietnam News Agency promptly provide information on natural disaster situations and response instructions from authorities, and increase dissemination and guidance on measures and skills to respond to floods, landslides, and flash floods for people.
Assign the Government Office to monitor and urge the implementation of this Official Dispatch according to assigned functions and tasks; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
