The Prime Minister directed the Ministry of Agriculture and Environment to coordinate with the Ministry of Justice to send officials to the grassroots to grasp the situation, promptly remove difficulties in handling administrative procedures (TTHC) on land administration, granting red books, site clearance... and at the same time complete the standardization of administrative procedures on land, ensuring uniform implementation throughout the province, regardless of administrative boundaries. The deadline for completion is before August 1.
In addition, localities need to review and ensure facilities and human resources at public administrative service centers at commune and provincial levels; avoid congestion in processing records in areas such as land, household registration, business registration, construction, etc.
Along with that, the Prime Minister requested to urgently complete the national database on land, connecting smoothly with other data systems such as tax, population, business and national public service portal.
The Prime Minister also directed to eliminate signal depressions and power shortages in villages and hamlets before October 1, and organize training to improve digital skills and administrative skills for officials, especially in remote areas and island communes (to be completed before August 1).
In particular, the Prime Minister emphasized the priority of investment in healthcare andeducation in disadvantaged areas; ensuring that there is no shortage of schools and medical facilities for the people. Implementation must be synchronous, leaving no legal gaps, ensuring timely and effective service to the people and businesses.
