The conference was connected online to localities nationwide.

Attending at the Binh Thuan bridge point were comrade Nguyen Hoai Anh - alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrade Nguyen Minh - Vice Chairman of the Provincial People's Committee and leaders of departments, branches and sectors.

In the period of 2021 - 2025, the two national target programs continue to be effective, affirming the correct policies of the Party and State, receiving the support of the people, promoting the development of ecological agriculture , modern rural areas, and civilized farmers. The new rural construction program has 79% of communes nationwide meeting the standards, 51% of district-level units are recognized as having completed their tasks.

The Sustainable Poverty Reduction Program alone achieved the target of reducing the poverty rate according to the annual targets assigned by the National Assembly and the Government; achieved 5 specific targets and 5 targets for the 5-year period of the program; achieved 9/12 targets to address the shortage of basic social services.

Along with that, the movements “The whole country joins hands to build new rural areas”, “For the poor - No one is left behind”, “The whole people build new rural areas, civilized urban areas”... have spread widely, mobilized people's strength, and promoted the role of the people in rural development. In the past 5 years, millions of households have voluntarily donated more than 98.2 million m² of land, contributed tens of thousands of billions of VND and millions of working days to build new rural areas.

In Binh Thuan, the implementation of national target programs is considered a key task in the province's strategy for rapid, sustainable and comprehensive development. Up to now, the whole province has 79/93 communes meeting the new rural standards (84.95%), including 14 advanced new rural communes and 4 model new rural communes.

Poverty reduction work has also recorded clear results: the poverty rate in the whole province decreased from 3.2% (in 2022) to 1.43% (by the end of 2024), and is estimated to be only 1.04% by the end of 2025. In particular, the poverty rate among ethnic minorities decreased sharply from 13.1% to 5.6% by the end of 2024 and is expected to be 3.6% by the end of 2025 - exceeding the target set by the Provincial People's Committee.

Concluding the conference, Prime Minister Pham Minh Chinh commended the outstanding results of localities in implementing the program of building new rural areas and sustainable poverty reduction. The Prime Minister emphasized the need to firmly pursue the goal of “ecological agriculture – modern countryside – civilized farmers”, with the focus on people as both the center and the subject.

The Prime Minister requested the entire political system to continue implementing the “4 pushes”: perfecting institutions to serve rural development; promoting strategic infrastructure investment; developing rural human resources suitable for the new period; and diversifying products, supply chains, and agricultural markets in line with domestic and international consumption needs.

In particular, the Prime Minister expects farmers to be the leading force with “3 pioneers”: pioneers in escaping poverty and getting rich legitimately; pioneers in building the image of civilized farmers; and pioneers in digital transformation, green and sustainable agricultural production. In particular, the Prime Minister suggested implementing the “Digital Literacy Movement” to promote the building of digital citizens and digital society right from rural areas.

Prime Minister Pham Minh Chinh also requested all levels, sectors and localities to strictly implement the leadership of Party committees at all levels. Mobilize the participation of the entire political system to continue building new rural areas and sustainable poverty reduction. Continue to clearly assign people, tasks and authorities; effectively implement social security policies; organize movements in a practical and effective manner, bringing benefits to the people.
