Highly focused, effective implementation of merging 2-level administrative units

BTO-On the morning of June 23, Comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired an online meeting with the Standing Committees of Party Committees and People's Committees of districts, towns and cities to give directions on two important contents: merging commune-level administrative units, ending district-level activities and the work of eliminating temporary and dilapidated houses in the whole province.

At the conference, representatives of local leaders reported on the implementation of the merger of commune-level administrative units and the termination of district-level activities according to the roadmap. Up to now, the basic preparation work has been completed: from handing over records, digitizing documents for management to renovating and repairing offices in new communes and wards. The arrangement and assignment of staff, civil servants and public employees have also been carried out synchronously and effectively by localities, ensuring stability of the population and uninterrupted operation of the grassroots political system.

Local leaders requested the Provincial Party Committee, Provincial People's Committee and relevant departments and branches to continue to pay attention to directing, providing professional guidance, and supporting the removal of difficulties in land management, household registration, finance - accounting and information technology infrastructure. These are decisive factors for the new administrative units to quickly stabilize their organization, operate smoothly, and best serve the people and businesses.

Regarding the work of eliminating temporary and dilapidated houses, according to the Steering Committee's report, from the beginning of August 2024 to mid-June 2025, the whole province has built 1,263/1,290 houses, reaching 98% of the plan. Of which, more than 800 houses have been completed, most of which are for poor and near-poor households and people with revolutionary contributions. This result demonstrates the high political determination and strong and responsible participation of the entire political system from the province to the grassroots level.

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Hoai Anh praised the efforts of local Party committees and authorities and requested the Standing Committees of District, Town and City Party Committees to continue to strengthen leadership, direction, guidance and urging communes, wards, towns and affiliated agencies and units to accelerate the implementation of the contents according to the plan. In particular, it is necessary to ensure the necessary conditions for the new administrative units to officially come into operation from July 1, 2025 in accordance with regulations, without any delays. He emphasized: if the operation is delayed, the new Party Committee Secretaries of communes and wards must be responsible to the Standing Committee of the Provincial Party Committee.

The Provincial Party Secretary also directed to urgently complete the documents of the Congresses of communes, wards and special zones; at the same time, develop a scenario for organizing the congress according to the instructions. Along with that is the work of arranging and assigning personnel according to regulations; ensuring facilities, equipment, and organizing training for officials and civil servants of the Public Administration Center in 45 new communes, wards and special zones.

In addition, it is necessary to continue to do a good job of ideological work, promptly resolve the regime and policies for cadres, civil servants and workers. Information and propaganda work must be promoted, creating consensus and a vibrant competitive atmosphere among the entire population towards the event of announcing resolutions to establish new administrative units, new Party committees, authorities and organizations. In particular, it is necessary to prevent instability in security and order during the transition period.

Regarding the task of eliminating temporary and dilapidated houses, the Provincial Party Secretary requested localities to focus on completing and finalizing the support for building houses for people with meritorious services, poor and near-poor households before June 30, 2025, ensuring the right progress and quality of the works, contributing to stabilizing people's lives and maintaining social security.
