Attending the Congress were Party Central Committee members: Deputy Prime Minister Tran Hong Ha, Minister of Construction Tran Hong Minh; leaders of ministries, branches, and central agencies; and 242 official delegates, representing 9,750 party members of 53 party organizations under the Party Committee of the Ministry of Construction.
Transport and construction infrastructure has made a breakthrough development.
The Congress is an important political event, marking a major turning point in Party building, organizational consolidation, and enhancing the comprehensive leadership capacity of the Party Committee of the Ministry of Construction after the merger of two ministries - the Ministry of Construction and the Ministry of Transport - into a grassroots Party Committee directly under the Government Party Committee, with a larger scale, stature, and higher responsibility.

The congress was held with the theme: "Improving the leadership capacity and fighting strength of Party committees and organizations at all levels, the operational efficiency of agencies, units and enterprises; promoting the strength of solidarity, joint efforts, unanimity, innovation and creativity, building the Party Committee and the Ministry of Construction to develop strongly and comprehensively, contributing to bringing the country into a new era of the nation".
The Congress reviewed and evaluated the results of leadership and direction in implementing the Resolution of the Congress for the 2020-2025 term based on the content of the Resolution of the Party Congress before the merger; drew lessons and determined the directions, goals and tasks for the 2025-2030 term; discussed and contributed opinions to the draft documents of the 14th National Party Congress and the draft documents of the 1st Government Party Congress for the 2025-2030 term.
According to the report at the Congress, in the past term, the Party Committee and the Ministry of Construction have identified and correctly determined the main advantages, bottlenecks and breakthroughs to focus on effective implementation; led, directed, thoroughly grasped, deployed and well organized the implementation of resolutions, conclusions and directions of the Central Committee, the National Assembly, the Government, the Prime Minister and the Government Party Committee to ensure completeness, timeliness and effectiveness; determined to strive to implement the strategic breakthroughs identified in the Resolution of the 13th National Party Congress.

The Ministry has presided over the drafting, promulgation and submission to competent authorities for promulgation of more than 440 legal documents: the National Assembly passed the Road Law, the Vietnam Railway Law, the Prime Minister approved 5/5 national specialized planning; advised the National Assembly and the Government to decide on piloting a number of special mechanisms and policies such as investing in railway projects and developing social housing to accelerate the goal of implementing the Project of 1 million social housing units by 2030.
The Ministry has promoted decentralization, delegation of authority, and thoroughly assigned authority to localities according to the 2-level government model (decentralization to localities to perform the role of investors in many important infrastructure projects). Accordingly, the Ministry focuses on State management tasks; the number of tasks decentralized and delegated by the Central Government is 118, the number of tasks received by the commune level from the district level is 94.
State management of investment in construction and development of transport infrastructure and construction has made a breakthrough; the quality of the socio-economic infrastructure system has been improved, many important large-scale infrastructure projects have been invested in and upgraded, especially the infrastructure of expressways, high-speed railways, airports, seaports, digital infrastructure, education, healthcare, and culture infrastructure, etc.
Party Secretary and Minister Tran Hong Minh said that the Party Committee of the Ministry of Construction for the 2025-2030 term identified 6 key tasks and 3 strategic breakthroughs to improve leadership capacity, operational effectiveness and create clear changes in the entire industry.

Accordingly, make a strong breakthrough in development institutions, unlock and liberate all resources; focus on developing high-quality, highly-skilled human resources, promote talent attraction and utilization; continue to synchronously perfect and make a strong breakthrough in developing modern infrastructure, prioritizing multimodal transport infrastructure, key national infrastructure projects, green transport works, smart cities, and digital infrastructure.
Spend 600 trillion VND on transportation "to go first and pave the way"
Speaking at the Congress, Prime Minister Pham Minh Chinh emphasized that this is an important political event of the Party Committee of the Ministry of Construction - one of the Party Committees with many contributions in the past term and through the periods; organized in the heroic atmosphere of the historic August Revolution days, towards the 80th anniversary of the successful August Revolution and National Day September 2, 80th anniversary of the People's Public Security Traditional Day.
Appreciating the organizational work and basically agreeing with the contents of the report submitted by the Party Executive Committee to the Congress, on behalf of the Party and State leaders and the Government Party Committee, the Government, the Prime Minister acknowledged, thanked and highly appreciated the great efforts and important results that the Party Committee and the Ministry of Construction, together with all cadres, civil servants, employees and workers of the Ministry of Construction and the Ministry of Transport previously achieved in the past term, contributing to the overall achievements and results of the whole country.
The Prime Minister outlined 9 groups of achievements of the Ministry of Construction in the past term: Serious and effective implementation of the Resolution of the 13th National Party Congress; progressive institutions; synchronous planning; breakthrough infrastructure; difficulties resolved; Party building organization upgraded; the future created; value added; corruption, negativity, and waste pushed back.
The Prime Minister also highly appreciated the determination and drastic measures in directing, operating, reviewing, developing plans, projects and organizing the implementation of the organizational arrangement and merging of the Ministry of Construction and the Ministry of Transport (formerly), which was also the wish of many previous generations.

According to the Prime Minister, during this term, the whole country has spent 600 trillion VND on transportation, accounting for about 1/4 of the total development investment capital of the whole country. "Transportation goes first to pave the way. If capital sources are not concentrated, if corruption, negativity and waste are not pushed back, there cannot be projects like today. The longer the projects take, the more capital is increased, the more waste there is," said the Prime Minister.
Regarding institutions, the Prime Minister gave an example: the Ministry of Construction has developed and submitted to the National Assembly for promulgation 6 laws and 2 resolutions, the National Assembly Standing Committee has issued 2 resolutions, and the Government has issued 73 decrees.
Regarding infrastructure breakthroughs, mentioning the Long Thanh airport project, the Prime Minister said that during his first visit to the project site in early 2023, the project management board did not yet have a seal, meaning it was not yet operational, but was then strongly and resolutely promoted and it is expected that the airport will be basically completed by the end of this year.
By the end of this term, we will have at least 3,000 km of expressway, with the expressway from Cao Bang to Ca Mau open, opening up new development space, new urban, industrial and service areas, creating jobs and livelihoods for the people. "Practice shows that provinces and cities that develop good transport infrastructure have had double-digit growth for many consecutive years, such as Hai Phong and Quang Ninh," said the Prime Minister.

Along with that, the Construction industry and relevant agencies have determinedly and made efforts to remove and put into operation long-term projects such as some urban railway lines in Hanoi and Ho Chi Minh City.
In addition to the results, the Prime Minister pointed out the limitations and shortcomings related to the development of the real estate market, the housing segment for middle-income and low-income people; the huge advantages of sea routes and inland waterways have not been effectively exploited; urban development is fast but not sustainable with problems of traffic congestion, pollution, and living environment; database construction, artificial intelligence development, and digital transformation are still slow; some mechanisms and policies are slow to change, and many procedures are still cumbersome.
The Prime Minister emphasized some important lessons: Solidarity and unity; flexible, timely, appropriate and effective response to the situation and trends; the Ministry focuses on implementing state management tasks, creating development, promoting decentralization along with resource allocation, and strengthening supervision and inspection.

Focus on green transport and smart cities
Basically agreeing with the tasks and solutions identified by the Congress, Prime Minister Pham Minh Chinh suggested a number of key issues for the Congress to continue to focus on discussing, researching, clarifying, and proposing synchronous, effective, practical, and highly feasible solutions to focus on implementing in the coming term.
Accordingly, the Prime Minister emphasized the need to attach importance to Party building, organizational and personnel work, improve the leadership capacity and fighting strength of Party organizations and Party members; strengthen supervision, inspection, urging, and large-scale supervision, early and from afar, but with a focus and key points, not allowing small shortcomings to become major violations, preventing and combating corruption, negativity, and waste, conducting preliminary and final summaries to draw lessons for improvement and promptly correcting and rectifying errors and deviations.
The Prime Minister requested to continue to thoroughly grasp, strictly implement and creatively apply the Party's leadership principles: implementing democratic centralism; self-criticism and criticism; solidarity and unity; closely connecting with the people, putting oneself in the position of the people when completing procedures, contributing to bringing happiness and prosperity to the people; operating in accordance with the Party's regulations and the Constitution and laws.
Along with that, strictly implement and creatively apply the Party's five leadership methods through proposing major guidelines and policies; propaganda, mobilization, education, persuasion, explanation, and guidance for cadres, party members, and people; organization and personnel work; inspection, supervision, and urging; and exemplary role models of party members.
The Prime Minister requested to thoroughly grasp, deploy and seriously and effectively implement the Party's guidelines and policies, the State's policies and laws, the resolutions and conclusions of the Party, the National Assembly, the Government, the Prime Minister and the Government Party Committee. Always innovate thinking and act decisively with the spirit of "resources originating from thinking and vision; motivation originating from innovation and creativity; strength originating from people and businesses".
Thereby, contributing to the implementation of 3 strategic breakthroughs in institutions, infrastructure, and human resources with a far-sighted vision, thinking deeply and doing big. The Prime Minister clearly stated that in the immediate future, by the end of 2025, at least 3,000 km of expressways must be completed (so that by 2030 the whole country will have 5,000 km of expressways), over 1,700 km of coastal roads; basically completing the Long Thanh International Airport Project Phase 1. Implementing railway projects associated with attracting technology transfer, starting the Lao Cai - Hanoi - Hai Phong railway project; developing seaports, inland waterway ports...

Regarding specific tasks, the Prime Minister requested to clearly identify key tasks and feasible solutions to focus on leadership and direction to successfully implement goals and tasks, creating more fundamental, comprehensive and stronger changes.
The Ministry needs to focus on performing state management tasks, including developing strategies, plans, schemes, institutions, policy mechanisms, legal corridors, standards, criteria, tools for monitoring and inspection, conducting interim and final reviews, rewards, and disciplines, etc.
Along with that, promote the development of science and technology, innovation, digital transformation, green transformation, circular economy, focusing on green transport and smart cities.
The Prime Minister emphasized the importance of promoting green transport development to limit environmental pollution, improve the quality of life, and protect people's health and lives. "The Party and State have no other goal than to firmly protect the country's independence, sovereignty, unity, and territorial integrity and bring an increasingly prosperous and happy life to the people," the Prime Minister said.
The Prime Minister also requested the Ministry to continue implementing and improving the effectiveness of the revolution in organizational apparatus, perfecting the management mechanism from the central to local levels in the construction industry; sending cadres to rotate to support localities until the two-level government apparatus operates smoothly and efficiently.
Breakthrough in developing transportation methods, continue to implement highway and aviation projects, prioritize railways, sea routes and inland waterways; connect transportation methods, create development effects, reduce logistics costs, increase competitiveness of products and goods.
The Prime Minister noted the need to develop mechanisms and incentive policies to mobilize resources, promote public-private partnership, effectively use available resources, and boldly apply forms of bidding with capable, reputable, and experienced contractors, as long as they are public, transparent, and free of corruption and negativity.
Appreciating the Ministry's efforts in implementing the program to eliminate temporary and dilapidated houses nationwide with the goal of completion this August, the Prime Minister requested determination to exceed the plan to build 100,000 social housing units in 2025; by 2030, reaching at least 1 million social housing apartments.
The Prime Minister noted that the Ministry of Construction should prepare well for the groundbreaking and inauguration ceremonies of major projects on the occasion of the 80th anniversary of National Day; work with agencies to do a good job in building and preparing schools for students before the new school year, especially those that have collapsed or been damaged by natural disasters; and absolutely not let students lack schools and medical facilities for the people.
The Prime Minister believes that with the heroic traditions of the two previous Ministries and the Ministry of Construction today, with doubled and tripled strength and constant efforts, new working style, and drastic actions, the Party Committee and the Ministry of Construction will excellently complete their tasks, achieving higher results and achievements, each year higher than the previous year, each term higher than the previous term.
At the Congress, the Government Party Committee announced the decisions of the Standing Committee of the Government Party Committee appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Ministry of Construction Party Committee for the 2025-2030 term.
Accordingly, Minister Tran Hong Minh - Member of the Party Central Committee, Member of the Government Party Committee, Secretary of the Party Committee of the Ministry of Construction for the 2020-2025 term was appointed to hold the position of Secretary of the Party Committee of the Ministry of Construction for the 2025-2030 term; appointed the Party Committee of the Ministry of Construction for the 2025-2030 term consisting of 39 comrades; the Standing Committee of the Party Committee of the Ministry for the 2025-2030 term consisting of 11 comrades.
The Standing Committee of the Government Party Committee also announced the Decision to appoint delegates from the Party Committee of the Ministry of Construction to attend the 1st Congress of the Government Party Committee, term 2025-2030.
