The Prime Minister requested to urgently implement gift giving to people on the occasion of National Day, September 2, ensuring the right schedule.

(Chinhphu.vn) - Deputy Prime Minister Ho Duc Phoc has just signed Official Dispatch No. 152/CD-TTg dated August 30, 2025 of the Prime Minister on urgently implementing gift giving to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

The dispatch stated: Implementing the direction of the Politburo, on August 29, 2025, the Government issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, and the Prime Minister issued Decision No. 1867/QD-TTg on targeted supplementation from the central budget to local budgets to give gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. The Ministry of Finance has transferred the gift-giving budget to localities. To promptly implement the gift-giving to the people, the Prime Minister requested:

1. The Chairmen of the People's Committees of the provinces and centrally-run cities and the Secretaries of the Provincial and Municipal Party Committees are requested to focus on leading, directing and immediately implementing the tasks assigned in Resolution No. 263/NQ-CP and Decision No. 1867/QD-TTg, closely coordinating with the Ministry of Public Security , relevant ministries and agencies to ensure that gifts are delivered to people on time as required, to the right recipients, safely, without omissions and without duplication.

2. The Ministers: Ministry of Public Security, Ministry of Finance, Governor of the State Bank of Vietnam focus on directing relevant units to immediately implement the tasks assigned in Resolution No. 263/NQ-CP and Decision No. 1867/QD-TTg; proactively propagate, promptly guide and closely coordinate with localities to implement gift giving to people in accordance with the direction of the Government and Prime Minister in the above documents.

3. This is an important and urgent task, requiring relevant ministries, agencies, localities and units to uphold their sense of responsibility and focus on timely, safe and effective implementation, ensuring progress and requirements.

4. The Government Office monitors and urges according to assigned functions and tasks; reports to competent authorities on issues beyond its authority.

* Previously, the Prime Minister issued Official Dispatch No. 149/CD-TTg dated August 28, 2025 on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

On August 29, 2025, the Government issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. According to the Resolution, 100,000 VND/person, in cash, will be given to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted a certificate of identity residing in Vietnam and have been collected, updated, and assigned a personal identification number in the National Population Database, established by the end of August 30, 2025.

Gift giving form:

a. Give gifts once per permanent household, the amount of money for each household is determined for each person in the household according to national population data; the head of the household (or a family member legally authorized by the head of the household) receives the gifts on behalf of each person according to the list and is responsible for delivering the gifts to the members of the household. In case the citizen does not have a permanent residence, the gifts are given directly to each person or to the person authorized by the citizen.

b. Gift giving is done through the social security account on the Electronic Identification Application - VNeID (in case of an integrated account); or directly in cash (in case of no account) at the payment point organized by the locality, ensuring timeliness, safety and efficiency.

Payment time from August 31, 2025 to September 1, 2025; in exceptional circumstances, gifts may be received after this period, but no later than September 15, 2025.
