In response to the brave, decisive, and responsible actions of Chief Mua A Thi of the village (Hang Pu Xi village, Xa Dung commune, Dien Bien province), the Prime Minister directed the Ministry of Home Affairs and the People's Committee of Dien Bien province to report immediately on August 4 and submit to competent authorities for appropriate and worthy policies, forms of commendation and rewards.
At the same time, the Prime Minister requested all levels and sectors to learn from the brave and selfless example of Chief Mua A Thi for the community; and press and media agencies to spread good deeds for the lives and peaceful and happy lives of the people.

Prime Minister Pham Minh Chinh also requested the Chairmen of the provincial People's Committees to review all schools, hospitals, and medical stations in areas affected by the recent floods, and report to the Prime Minister on August 5 on plans to repair and overcome the situation, ensuring treatment for people and education for children in preparation for the new school year.
On August 3, Prime Minister Pham Minh Chinh and a central working delegation inspected the disaster recovery work in Tia Dinh, Na Son and Xa Dung communes. These are the areas heavily affected by flash floods and landslides in Dien Bien province.
On the same afternoon, Prime Minister Pham Minh Chinh and his delegation had a working session with the Standing Committee of Dien Bien Provincial Party Committee on disaster recovery. The Prime Minister directed the Central Committee of the Vietnam Fatherland Front to balance the reserve fund and urgently support Dien Bien with VND 200 billion to urgently implement immediate disaster recovery work; and provide 100 tons of rice to flood victims.

Earlier in the morning of August 1, 72 households and more than 380 people in Hang Pu Xi village, Xa Dung commune, Dien Bien province were sleeping. Outside, heavy rain continued to pour. Village chief Mua A Thi called households in the dangerous area to grasp the situation, then decided to evacuate about 94 people from more than 20 households to a safe location.
Talking to Lao Dong, the 26-year-old village chief said: "I don't dare to call myself a hero. As the village chief, I am aware of my responsibility to protect the people...".
In recent days, floods and landslides in the North Central and Northern mountainous provinces have left many people dead and missing, houses, schools and crops swept away and submerged in mud, affecting local production activities.
