Strengthening the management of naturally occurring livestock

In response to the incident of a crocodile escaping into the wild (cause unknown) on July 24 in Khanh Binh commune, the Chairman of the Provincial People's Committee issued an official dispatch directing the Department of Agriculture and Environment and the People's Committees of communes and wards to strengthen the management of naturally raised animals.

Arrange barns to ensure safety and prevent animals from escaping into the surrounding environment.

According to the report of Khanh Binh Commune Economic Department, at about 8:00 a.m. on July 24, in the commune, 02 crocodiles escaped into the wild. Commune police and local people searched and caught 01 crocodile, weighing 5.7 kg; the remaining 01 crocodile has not been found yet (weight unknown).

Faced with the above situation, the Chairman of the Provincial People's Committee requested the People's Committee of Khanh Binh commune to mobilize functional forces and local people to continue searching for and capturing the remaining escaped crocodile; increase information and propaganda to people in the area where the escaped crocodile is to be vigilant, take good measures to prevent accidents, absolutely do not let people (especially children) bathe in the river; continue to observe, if a crocodile is detected, promptly notify the People's Committee of the commune or the commune's functional agencies to mobilize forces to capture it. Review, commend and reward organizations and individuals who promptly detect, provide information, and coordinate to capture the escaped crocodile.

The People's Committees of communes and wards regularly inspect and review facilities raising animals of natural origin in the area, propagate and guide owners of breeding facilities to fully implement records and procedures according to regulations, arrange barns and implement safety measures, and prevent animals from escaping into the surrounding environment. In case of detecting dangerous animals escaping from their cages or losing control, promptly report and closely coordinate with functional forces to handle them immediately according to regulations.

The Department of Agriculture and Environment shall preside over and coordinate with relevant agencies, localities and units to direct the Forest Ranger force to urgently support localities, functional units and people to zone off, search for and capture the remaining escaped crocodile, ensuring safety for people; check records, procedures, and handle the responsibility of crocodile farm owners who do not ensure safety according to their authority and regulations (if there are violations). Organize a review of the situation of raising animals of natural origin throughout the province; guide and support breeding facilities to carry out records, procedures, arrange barns and implement safety measures in accordance with regulations; strictly handle violations according to their authority and regulations.
