Concluding the second meeting of the National Steering Committee on Semiconductor Industry Development (Steering Committee) on the morning of August 4, Prime Minister Pham Minh Chinh emphasized that in developing the semiconductor industry, “the whole country must be an army; marching must be swift and bold; fighting must be fast, strong, and victorious; effectiveness must be sustainable and long-lasting.”

The meeting was held directly at the Government Headquarters, online with a number of provinces, cities, universities, academies, and high-tech zones. Delegates focused on evaluating the implementation of the Vietnam Semiconductor Industry Development Strategy and the Vietnam Semiconductor Industry Human Resource Development Program to 2030, with a vision to 2050.
The strategy for developing Vietnam's semiconductor industry to 2030, with a vision to 2050, sets out 38 projects and tasks assigned to 10 ministries.
Up to now, 10/38 projects and tasks have been completed on time, 24/38 projects and tasks are in the process of being implemented according to the assigned deadline, and 4/38 projects and tasks have not yet reached the implementation time.
Among them, there are projects being actively implemented related to the development of specialized chips, electronics industry, human resources and talent attraction, attracting foreign investment in the semiconductor field...
The review meeting assessed that 10 months after the Strategy was issued, ministries, branches and localities have focused on developing mechanisms, policies, projects, plans and immediately implementing activities to promote the ecosystem, creating the premise to achieve the goals and development roadmap according to the Strategy's orientation in phase 1.
Regarding the Semiconductor Industry Human Resource Development Program, ministries, sectors, localities, and training institutions have completed 9/34 tasks. The remaining 25/34 tasks are annual tasks and have not yet reached the deadline.
In particular, institutions, mechanisms and policies on the development of the semiconductor industry are focused on perfecting, in accordance with development requirements; human resources are being developed to ensure that by 2030 there will be at least 50,000 semiconductor engineers.
Infrastructure for the development of the semiconductor industry has been invested in, with the expansion of chip factories owned and operated by Vietnamese people. The research and development ecosystem and international standard clean room systems are being built and expanded in major cities; attracting 170 FDI projects in the semiconductor and high-tech industries, with a total registered capital of nearly 11.6 billion USD.
The country has nearly 50 foreign corporations and more than 10 domestic enterprises in the field of chip design; 14 foreign enterprises and 1 domestic enterprise in the field of packaging and testing; 15 foreign enterprises in the field of supporting the semiconductor industry.
Vietnam was selected as one of about 10 countries and economies to cooperate with the Global Semiconductor Association to organize the world's largest semiconductor event series.
Delegates reflected on a number of challenges in human resource development, investment attraction, and infrastructure serving the development of the semiconductor industry. At the same time, delegates also proposed specific mechanisms and institutions; infrastructure development, facilities, human resource training; coordination and linkage mechanisms; international cooperation to develop the semiconductor industry in training, design, production, assembly, packaging, participation in the global production and supply chain, and development of the semiconductor industry ecosystem.
Concluding the meeting, the Prime Minister emphasized the context, situation, and world trends, as well as the requirements and development situation of the semiconductor industry in particular and science, technology, innovation and digital transformation in Vietnam. The Prime Minister said that semiconductor chips are an important link in the 4.0 revolution, especially serving the development of databases and artificial intelligence; are developing very rapidly around the world, Vietnam cannot stand aside.
According to the Prime Minister, the Party and State have had many strategic policies and guidelines to facilitate investment and development of the semiconductor industry; the Government and the Prime Minister have issued decisions and directives on the development of the semiconductor industry.
In recent times, under the leadership and direction of the Central Committee, the Politburo, and the Secretariat, headed by General Secretary To Lam, the tasks according to the Resolutions, Decisions, and Conclusions of the Central Committee, the Politburo, the Government, and the Prime Minister regarding the development of the semiconductor industry have been implemented and completed on schedule by ministries, branches, and localities.

In which, awareness is raised; thinking is renewed; actions are more drastic; institutions are improved; positive results are achieved in human resource training and infrastructure development; international cooperation is expanded, attracting the attention of important partners and enterprises; institutes, schools, and localities actively participate...
The Prime Minister acknowledged, commended and highly appreciated the efforts of ministries, branches, localities, training institutions and enterprises in developing Vietnam's semiconductor industry, contributing to creating new growth momentum for the economy, creating breakthroughs in science, technology, innovation and national digital transformation. The Prime Minister pointed out a number of difficulties and challenges in terms of investment capital needs, institutions, infrastructure development, technology transfer, human resource training, linkage and coordination in developing the semiconductor industry, etc.
By 2027, Vietnam must proactively design, manufacture and test a number of semiconductor chips.
Prime Minister Pham Minh Chinh requested that in the coming time, it is necessary to accelerate the implementation of the Semiconductor Industry Development Strategy and the Semiconductor Industry Human Resource Development Program; striving that by 2027 at the latest, Vietnam must proactively design, manufacture, and test a number of necessary semiconductor chips.
To carry out the above tasks, the Prime Minister directed ministries, branches and localities to continue focusing on implementing tasks and solutions to develop the semiconductor industry according to the policies and orientations set forth by the Government and the Prime Minister, especially in the Strategy for developing Vietnam's semiconductor industry to 2030 and vision to 2050; Program for developing human resources for the semiconductor industry to 2030, with a vision to 2050; speeding up the completion of tasks in 2025 to create a premise to promote the semiconductor industry, soon achieving the human resource target for the industry before 2030.
Emphasizing that in developing the semiconductor industry, "the whole country must be an army; marching must be swift and bold; fighting must be fast, strong, and victorious; efficiency must be sustainable and long-term," the Prime Minister pointed out that it is necessary to develop a comprehensive, synchronous, comprehensive, substantial, and effective semiconductor industrial ecosystem; perfect mechanisms and policies, especially preferential policies and mechanisms, and remove bottlenecks in infrastructure, institutions, and people, with the spirit of "open institutions, smooth infrastructure, smart people and implementation organizations."
The Prime Minister requested to change the status from preferential policies to attract investment to preferential policies to transfer technology; closely and effectively coordinate between the three parties: State-enterprise-school, or between development creation and research and production; implement equality between public and private sectors, promote further international cooperation; develop a competitive, fair and healthy semiconductor chip market in accordance with market rules.
The Prime Minister assigned the Ministry of Finance to review and urge ministries, branches and agencies to urgently implement the tasks and solutions set out in the Program for Human Resources Development of Vietnam's Semiconductor Industry to 2030, with a vision to 2050; continue to focus on promoting foreign investment attraction in the semiconductor sector, prioritizing projects with advanced technology, new technology, high technology, clean technology, modern management, high added value, spillover effects, and connection to the global production and supply chain.
“In 2025, the Ministry of Finance will submit to the Prime Minister a Decision on credit for students, master's students, and biological researchers in the fields of science, technology, engineering, and mathematics,” the Prime Minister noted.
The Prime Minister assigned the Ministry of Science and Technology to review and urge ministries, branches and agencies to urgently implement tasks and solutions to ensure adherence to the set goals of the Vietnam Semiconductor Industry Development Strategy to 2030 and vision to 2050.
The Ministry of Foreign Affairs promotes international cooperation in semiconductors; mobilizes international resources to support the development and training of human resources for the semiconductor industry. The Ministry directs Vietnamese representative agencies abroad to promote international cooperation in the semiconductor industry, and update the list of overseas Vietnamese experts and talents related to the semiconductor field.
The Ministry of Education and Training closely follows the tasks of organizing training in the Program for Human Resource Development in the Vietnamese Semiconductor Industry to 2030, with a vision to 2050, in which it directs the promotion of the linkage model between the state, schools, and enterprises in training human resources in the semiconductor industry to ensure efficiency and quality.
The Ministry of Industry and Trade will accelerate research on implementing electricity price support for semiconductor and electronic equipment factories in Vietnam; coordinate with the Ministry of Foreign Affairs to lobby relevant US agencies to soon remove Vietnam from the strategic export control list, thereby creating more favorable conditions for access to advanced US technology and promoting cooperation between businesses of the two countries in high-tech fields, including the semiconductor industry; urgently submit to the Prime Minister for consideration and promulgation the Strategy for developing Vietnam's logistics services.
The Ministry of Construction has solutions to ensure traffic infrastructure, facilitate transportation, delivery and logistics services of semiconductor manufacturing enterprises; research and issue plans to promote the application of semiconductor chip industry to serve traffic infrastructure, smart traffic, and smart cities.
The Ministry of Agriculture and Environment studies and proposes to supplement the legal framework on the list of strategic minerals to serve the development of the semiconductor industry; promotes the investigation and assessment of strategic minerals to ensure proactive input materials, reduce dependence on external sources and promote localization of the semiconductor industry supply chain.

The Ministry will strengthen scientific research and international cooperation to acquire processing technology for this raw material industry; research and propose a special licensing mechanism for the exploitation and deep processing of mineral mines serving the semiconductor industry...
The Prime Minister emphasized that developing the semiconductor industry is an inevitable, objective need and requirement, a strategic breakthrough, and also our key task in the coming time; it is something that needs to be done, must be done, and is determined to be done.
The Prime Minister said that it is necessary to have the participation of the entire political system, the support and participation of people, businesses, investors, and the support of international friends; determination must be demonstrated by concrete, methodical, scientific, drastic, focused, and key actions, completing each task thoroughly, to develop the semiconductor industry to achieve the highest goals and results./.
