Mr. Nguyen Ngoc Tuan : The merger of Thai Nguyen and Bac Kan provinces into a new administrative unit (Thai Nguyen province) is a major policy of the Party and State to streamline the organizational apparatus, improve efficiency, effectiveness and management effectiveness. For the Education and Training sector alone, this is also a major turning point, creating favorable conditions but also posing many challenges.
After the merger, the education system of Thai Nguyen province has a large management area and scale with 976 educational institutions, nearly 30,000 cadres, teachers, employees and more than 433,000 students. Managing such a large-scale system requires rapid and synchronous adaptation of state management agencies, education management agencies and educational institutions.

Regarding the school network, in the short term, the educational facilities will basically remain the same to ensure stability and convenience for the people. At the same time, the sector has also merged the Thai Nguyen Provincial Continuing Education Center, the Thai Nguyen City Vocational Education - Continuing Education Center and the Thai Nguyen Vocational Education - Human Resource Development Cooperation Center into the Thai Nguyen Continuing Education Center to reduce the number of focal points and focus resources on improving the quality of education; advising the Provincial People's Committee to merge Bac Kan College and Thai Nguyen Ethnic Boarding Secondary School into Thai Nguyen College to form Thai Nguyen College under the Thai Nguyen Provincial People's Committee.
Regarding the teaching staff, the sector is reviewing and coordinating to gradually resolve the local shortage of teachers in some localities and units, as well as ensuring policies, working environment and synchronous development opportunities for teachers and students.

The Department of Education and Training has been proactive and determined in advising, directing and organizing the implementation of many synchronous solutions with the highest spirit, specifically:
First , carefully prepare for the organization and personnel arrangement. Before the merger, the two Departments of Education and Training coordinated to develop a plan to arrange the organizational structure, review functions and tasks, and agree on a plan to merge the Department's specialized departments on the principle of streamlining, efficiency, and avoiding interruption in the direction of educational institutions.

Mr. Nguyen Ngoc Tuan : The merger will help streamline the management apparatus, select competent, prestigious and responsible officials to improve the efficiency of the management and operation of the industry; educational institutions in the North of Thai Nguyen province will have the conditions to invest more in facilities, teaching equipment, and support professional activities... thereby creating conditions for fairness in access to education for educational institutions in remote and isolated areas.

- What are the orientations and plans of Thai Nguyen education sector in the coming time to improve the quality of education and training?
Mr. Nguyen Ngoc Tuan : To improve the quality of education and training, in the coming time, the whole industry will focus on some main orientations as follows:
Organize and stabilize the industry management system and school network across the province after the merger, ensuring smooth, effective and uninterrupted teaching and learning activities.
Review and transfer surplus headquarters and equipment after the arrangement to educational institutions for appropriate and effective use. Propose that the Provincial People's Committee and the Commune People's Committee supplement funds for renovating and repairing facilities, purchasing teaching equipment, and expanding schools to meet students' learning needs, especially ensuring that at least 8% of ethnic minority students study at ethnic boarding schools. Develop a public investment plan for the period 2026-2030, with priority given to remote areas and educational institutions in particularly difficult areas.
Building a team of teachers and educational managers that is sufficient in quantity, consistent in structure and ensures quality. In particular, focusing on advising the Provincial People's Committee to propose the Central Government to supplement the educational career establishment for 2025 and the following years to meet the requirements of implementing the 2018 general education program. At the same time, conducting a review of the entire sector to regulate and mobilize teachers between localities in a reasonable, transparent and effective manner.
