Thai Nguyen leads the country in service index for people and businesses

According to the ranking from the Public Service website of the Government Office, as of the afternoon of August 31, 2025, Thai Nguyen continues to lead among 34 provinces and cities nationwide in the People and Business Service Index.

Evaluate results in real time

Unlike other indexes, which conduct annual surveys and assessments, and send survey forms, which are inherently subjective and difficult to evaluate specifically and comprehensively, the "Indices for serving people and businesses" perform real-time rankings and assessments, based on specific analytical data sources, taken from synchronized data and statistics on the status of file processing from the Administrative Procedures Information System at all levels as prescribed to the National Public Service Portal.

The total score of Thai Nguyen Provincial People's Committee is 86.97. Of which, the score for publicity and transparency is 15.67; progress and results of work settlement are 19.31 points; online services are 17.49 points; satisfaction level is 17.86 points; digitalization of records is 16.64 points.

The People and Business Service Index includes the above 5 indicators, with an absolute score of 20 points. Thai Nguyen achieved the highest score in the progress and results index of work settlement with 19.31 points.

The unit ranked 2nd in the ranking of the results of the assessment of the Service Index for People and Enterprises is the People's Committee of Quang Tri province, with a total of 86.56 points. Next is the People's Committee of Thanh Hoa province (86.51 points), the People's Committee of Dong Nai province (86.13 points), the People's Committee of Ha Tinh province (84.85 points)...

Thai Nguyen Index increases sharply from July 2025

The rate of timely and within-time processing of applications reached 96.96% in July, slightly decreasing in August, reaching 96.61%. The rate of online application submission reached 86.6%, the highest in the country, with specific data recorded: 97,485 applications. Of which, 82.71% of administrative procedures for public services are partially online; 13.33% of administrative procedures provide full online public services and the remaining index is 3.95%.

Data from the National Public Service Portal shows that Thai Nguyen's score trend increased from June (39.89/100 points), increased sharply in July (79.63/100 points) and increased even more in August (August reached 84.07 points). Combined with the data, Thai Nguyen is the first province to complete the Project on rearranging commune-level administrative units and the Project on rearranging and merging Bac Kan and Thai Nguyen provinces (old); submitted the documents of the two projects to the Central Government on April 24.

This shows that Thai Nguyen is not only proactive and positive in the process of "reorganizing the country", but also immediately and effectively operates the 2-level local government model; serving people and businesses promptly, continuously, with the lowest delay and interruption among 34 provinces and cities nationwide.

Specific ranking of agencies and localities

* Regarding the ranking of 14 departments, branches and agencies under the Provincial People's Committee:

The Provincial Inspectorate leads with 94.67 points; the Department of Home Affairs ranks second with 90.89 points; the Department of Culture, Sports and Tourism ranks third with 90.44 points.

The last 5 positions are the Department of Construction in 10th place, the Department of Justice in 11th place, the Provincial People's Committee Office in 12th place, the Department of Industry and Trade in 13th place and the Department of Finance in 14th place; these are the sectors with the largest volume of documents to handle, the complexity as well as the requirement of inter-sectoral nature and the resolution of legal bases that sometimes overlap, so the time is often prolonged.

That is one of the reasons leading to the above result.

*About ranking of wards and communes

Lam Vy Commune ranked first out of 92 communes and wards in the province, with a score of 93.22 points. The following 9 localities ranked respectively: Hop Thanh Commune, Phuong Tien Commune, Phu Xuyen Commune, Nam Hoa Commune, Kim Phuong Commune, Phu Dinh Commune, Binh Yen Commune, Phong Quang Commune, and Cho Ra Commune.

Hiep Luc commune, Vinh Thong commune, Pho Yen ward, Vo Nhai commune, Nam Cuong commune, Dong Phuc commune, Trang Xa commune, Yen Phong commune, Binh Thanh commune, Thuong Quan commune ranked from 83 to 92 respectively.

Specifically, the 22 localities leading the Index of Services to People and Enterprises are all communes. Ranked 23 is Song Cong Ward - this is also the highest ranked locality among the wards in the province.

According to Decision No. 766 of the Prime Minister, the index for serving people and businesses is determined based on 5 component index groups including publicity and transparency; progress and results of work settlement; digitalization of records; provision of online public services; and satisfaction level.

The evaluation results are one of the criteria to consider the level of task completion of each unit; determine the responsibility of individuals and heads of units in performing administrative procedures and providing public services; prioritize consideration of promotion, appointment, planning, training, fostering and consideration of rewards and disciplinary actions for civil servants, public employees and workers.
