On the afternoon of August 8, in Hanoi , the Vietnam Blockchain and Digital Asset Association (VBA) and 1Matrix Company organized a training course on "Legal framework and identification of risks of crypto-asset fraud" for more than 60 reporters and journalists from reputable domestic and foreign press, television and media agencies.
The program aims to update the legal framework, provide market information, blockchain application models in Vietnam, as well as improve skills in identifying fraudulent behaviors in the field of crypto assets in particular and the digital asset market in general.
At the conference, Mr. Phan Duc Trung, Chairman of the Association and Chairman of 1Matrix Company, emphasized the key role of the press in guiding public opinion, supporting investors and contributing to building a healthy digital asset ecosystem in Vietnam.

Regarding the legal framework, on June 14, 2025, the Law on Digital Technology Industry was officially passed by the National Assembly, for the first time legalizing the concepts of digital assets and crypto assets. This is a particularly important milestone for the digital asset market in Vietnam, contributing to the realization of the National Blockchain Strategy according to Decision No. 1236/QD-TTg of the Prime Minister and Resolution No. 57-NQ/TW issued by the Politburo on December 22, 2024 on promoting innovation and national digital transformation.
In addition, the legal framework for the Blockchain and Digital Assets sectors is also being rapidly completed with the Data Law, the Law on Science , Technology and Innovation having all been passed. Four other laws are being considered and implemented, such as the Law on Electronic Transactions, the Law on Digital Transformation, and will soon be commented on by the National Assembly in the near future.

In August 2025, the draft Resolution on piloting digital asset trading floors will also be submitted to the Government by the Ministry of Finance, laying the foundation for a new financial product that is of great interest to the community.
“Although Vietnam is behind, it is completing the legal framework on blockchain technology, crypto assets and related regulations very quickly and tends to promote innovation rather than administrative management. Recognizing crypto assets as legal not only creates a basis to protect investors and handle violations, but also encourages domestic enterprises to develop legitimate innovation models,” said Ms. Nguyen Van Hien, Vice President and General Secretary of the Association.
Warning about fraud, delegates heard experts warn that because blockchain and digital assets are an unprecedentedly fast-growing field, in addition to being applied to create transparent and effective financial models, this technology is also exploited as a cover for sophisticated fraud models, leading to huge losses for global users and Vietnam is no exception.

According to the Department of Cyber Security and High-Tech Crime Prevention (A05, Ministry of Public Security), since the beginning of 2025, nearly 1,500 cases of online fraud have been detected, causing losses of more than VND 1,660 billion. Of which, activities related to virtual currency and cryptocurrency transactions alone amounted to more than 1,500 channels and groups.
Cyber attacks are also becoming more dangerous. From 2024 to now, over 42 million cyber attack warnings have been detected, 420,000 warnings of malware detection targeting information systems.
In that context, the press and media increasingly demonstrate their important role as a multilateral bridge between state agencies, businesses, communities and the world, contributing to promoting the process of creating a legal framework, while also making an important contribution to identifying, preventing and minimizing the risk of fraud in the digital asset market.
On this occasion, Mr. Pham Gia Khanh, Technology Director of NippyLabs JSC, pointed out 5 signs of potential high risks. One of the common warnings is the commitment of profits exceeding 15% per year - an unrealistic interest rate often used to attract inexperienced investors.
On this occasion, the Organizing Committee also introduced the initial results of the Vietnam Blockchain Multi-chain Service Network (VBSN), which was built with the goal of Vietnamese people fully mastering data and technology.
