Strengthening the refutation of distorted arguments about Vietnam's defense policy

On the afternoon of August 3, in Hanoi, the Ministry of National Defense and the Vietnam Veterans Association signed a cooperation regulation in propaganda, dissemination, and legal education; legal consultancy and law-making on military and national defense.

Senior Lieutenant General Vo Minh Luong, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense and Senior Lieutenant General Be Xuan Truong, Chairman of the Vietnam Veterans Association co-chaired the ceremony.

Regarding the coordination work to develop the Regulation, Major General Han Manh Thang, Director of the Legal Department, Ministry of National Defense, said that in order to carry out the tasks assigned by the leaders of the Ministry of National Defense, in a short time, the Legal Department, Ministry of National Defense and relevant functional agencies will preside over and coordinate with the Legal Department and relevant agencies of the Vietnam Veterans Association to develop the Regulation in the spirit of consensus, promoting the strengths of each side, and supporting each other in the areas of coordination.

The two sides discussed and reviewed the draft content, clearly defined the scope of regulation, applicable subjects and basic contents of the Regulation in accordance with current legal provisions, completed the report documents for the leaders of the Ministry of National Defense and the leaders of the Vietnam Veterans Association to review and decide as a basis for completing the draft, creating a basis for the leaders of the two sides to sign and promulgate the Regulation.

The coordination regulations between the Ministry of National Defense and the Vietnam Veterans Association in the work of propaganda, dissemination, legal education; legal consultancy and law making on military and national defense have a structure of 5 chapters and 18 articles. The coordination regulations focus on regulations on content and responsibility for coordination in the work of propaganda, dissemination, and legal education; on subjects, content, form, methods, etc.; regulations on coordination in proposing programs for law and ordinance making; drafting draft laws, ordinances, draft resolutions of the National Assembly, the National Assembly Standing Committee and social criticism of the Central Committee of the Vietnam Veterans Association for projects and drafts in the military and national defense fields, etc.

Based on the Coordination Regulations, every year, the agencies and units of the two sides develop specific contents and programs of coordination activities to unify implementation; annually organize conferences to exchange, draw experience, evaluate coordination results, and deploy plans for the following year; review and supplement the contents of the coordination program to ensure that they are consistent with the actual situation and requirements of information and propaganda tasks; propose rewards for collectives and individuals with outstanding achievements and conduct preliminary and final reviews, amendments and supplements to the Regulations.

Speaking at the signing ceremony, Senior Lieutenant General Vo Minh Luong emphasized that the results of the coordination activities between the Ministry of National Defense and the Vietnam Veterans Association in recent times have contributed to enhancing the image and noble qualities of Uncle Ho's soldiers in the new situation; contributing to the good performance of military and defense tasks; and maintaining political security, order and social safety.

According to Senior Lieutenant General Vo Minh Luong, the goal of building a socialist rule-of-law state of Vietnam; building a revolutionary, disciplined, elite, and gradually modern People's Army, with some forces advancing straight to modernity, striving to build a modern Army by 2030, places increasingly high demands on propaganda, dissemination, and legal education; legal consultancy and law-making on military and national defense.

In order to continue to enhance the effectiveness of coordination between the Ministry of National Defense and the Vietnam Veterans Association, Senior Lieutenant General Vo Minh Luong requested that agencies and units continue to proactively research and advise the Ministry of National Defense to lead, direct, and closely coordinate in advising on the development of the annual law and ordinance development program, and closely coordinate with the Vietnam Veterans Association in participating in contributing, supplementing policies or refuting false arguments and distortions of Vietnam's defense policy.

In addition, the agencies of the Ministry of National Defense coordinate more closely with the agencies and levels of the Vietnam Veterans Association in providing and exchanging information, determining the content and form, and organizing activities to propagate, disseminate, and educate the law.
