Strengthening the effectiveness of state management on dam and reservoir safety

On the afternoon of July 31, Deputy Prime Minister Tran Hong Ha chaired an online meeting on amending the draft Decree replacing Decree No. 114/2018/ND-CP of 2018 of the Government on the safety management of dams and reservoirs. Attending at the Tuyen Quang province bridge were comrade Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and leaders of a number of provincial departments and branches.

Comrade Nguyen Manh Tuan, Permanent Vice Chairman of the Provincial People's Committee attended an online meeting on amending the draft Decree on safety management of dams and reservoirs.

Decree No. 114 of the Government on the management of dam and reservoir safety took effect from September 4, 2018. After 6 years of implementation, the Decree has created a change in awareness; strengthening the effectiveness of state management of dam and reservoir safety. Administrative procedures are simplified and clear, helping organizations and individuals to implement smoothly. However, the implementation process also has overlapping issues that are not suitable for reality, causing difficulties and inadequacies that need to be promptly amended and supplemented. Therefore, amending and replacing Decree No. 114 is necessary to improve the effectiveness of management and ensure the safety of dams and reservoirs, especially in the context of climate change and increasing extreme weather events.

In Tuyen Quang province, there are currently over 7,200 irrigation works with a canal system length of 8,085km. Irrigation works are ensuring irrigation and water supply for over 79,700ha/year. In recent times, relevant agencies and units have always strictly implemented regulations on the safety management of dams and irrigation reservoirs; proactively developing response plans when rain and floods occur.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized the importance of dam and reservoir safety management. At the same time, he requested ministries, branches and localities to focus on carefully studying the contents that need to be amended in accordance with practical conditions and in line with relevant legal regulations. The amendment of the Decree needs to be approached in the direction of promoting sustainable use of water resources; further improving the efficiency of management of irrigation and hydropower reservoirs, ensuring daily life, production and socio -economic development.

On the same afternoon, Mr. Nguyen Manh Tuan, Standing Vice Chairman of the Provincial People's Committee, visited and worked with the Ha Giang Economic Zone Management Board. The Board is assigned to manage: Binh Vang Industrial Park; Thanh Thuy Border Gate Economic Zone; Xin Man National Border Gate; Sam Pun National Border Gate. Up to now, Binh Vang Industrial Park has attracted 30 investment projects, of which 16 projects have been put into stable operation, creating jobs for more than 500 workers; import and export turnover through Thanh Thuy International Border Gate reached 416 million USD... However, the Ha Giang Economic Zone Management Board has encountered many difficulties in planning and attracting investment; the progress of some projects is still slow, small in scale, and weak in competitiveness.

Comrade Nguyen Manh Tuan, Permanent Vice Chairman of the Provincial People's Committee worked with the Management Board of Ha Giang Economic Zone.

After listening to the report on the operation situation in the first 7 months of the year and the direction and tasks for the last months of 2025, Comrade Nguyen Manh Tuan highly appreciated the proactive spirit, responsibility and efforts of the leaders and staff of the Ha Giang Economic Zone Management Board in performing the assigned tasks. He suggested that the Ha Giang Economic Zone Management Board continue to promote its role as a focal agency to advise and effectively manage industrial parks and economic zones; proactively coordinate with relevant departments and branches in the management of planning, land, construction and environment. In particular, the planning must have a long-term vision and strategy, ensuring consistency, feasibility and consistency with the overall development goals of the province. At the same time, it is necessary to strengthen the application of digital transformation, create an open and transparent investment environment, attract investment, and contribute positively to the economic development of the province.
