Representatives of the Ministry of Public Security and the Ministry of Education and Training both affirmed that they will have plans to prevent, stop and promptly handle cases of intentionally using high technology to cheat on exams.

In 2025, Hanoi will continue to be the locality with the largest number of candidates in the country with more than 124,000 candidates, an increase of more than 15,000 compared to the previous year. The large number of candidates puts significant pressure on exam preparation.
According to Mr. Nghiem Van Binh, Head of the Examination Management andEducation Quality Assessment Department, Hanoi Department of Education and Training, because this year's exam takes place simultaneously for both groups of candidates taking the exam under the 2018 General Education Program and the 2006 General Education Program, the Steering Committee for the Hanoi High School Graduation Exam has directed all testing sites to provide detailed instructions on exam invigilation procedures, emphasizing the important differences between the two groups of candidates.
For example, in Geography, candidates of the new program are not allowed to use Atlases while candidates of the old program are still allowed to use them. These differences require invigilators to have a firm grasp of the regulations and provide clear instructions to candidates, especially before the exam is distributed.
In addition, more than 16,000 Hanoi exam invigilators have also been trained in professional skills based on the principles of "3 no's, 4 right's, 6 clear's" with the requirement of not being subjective, being ready to respond to all situations, and being thoroughly trained in preventing and combating cheating in exams, especially the use of high-tech devices to cheat on exams.
“During the training, Hanoi City Police also reminded officers and teachers working at the examination sites not to be subjective or negligent. Observing and recognizing unusual attitudes and behaviors of candidates also needs to be focused on by examination invigilators to promptly detect and prevent cheating. When detecting candidates using cheating devices, the head of the examination site needs to make a record and immediately report to the police officers to promptly prevent the spread to the outside, minimizing the impact on the security and safety of the exam,” said Mr. Nghiem Van Binh.
Colonel, Dr. Pham Long Au, Deputy Director of the Department of Technical Services, Ministry of Public Security said: Currently, the use of high-tech devices to cheat in exams is becoming a worrying issue, from tiny headphones, disguised cameras to sophisticated communication devices, to pass exams dishonestly. Therefore, the role of exam invigilators is very important. In addition to training, it is necessary to select experienced exam invigilators with a high sense of responsibility.
The leader of the Technical Department said that before entering the examination room, the invigilators need to thoroughly inform the candidates about the prohibition of using high-tech devices. In addition, handling the situation is also very important, requiring the invigilators to clearly understand the process, from making a record of confiscation of evidence, reporting to the head of the examination site, the head of the examination committee, reporting to the Department of Internal Political Security, the Technical Department of the Ministry of Public Security to verify, hand over the evidence and take further measures.
“The coordination between the Ministry of Education and Training and the Ministry of Public Security is being carried out very smoothly and closely. The Ministry of Education and Training and many departments and professional units of the Ministry of Public Security will have plans to prevent, stop and promptly handle cases of intentionally using high technology to commit fraud,” Colonel Pham Long Au emphasized.
Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, also said: This year, the Ministry of Education and Training and the Ministry of Public Security have signed documents and coordination regulations early. Ensuring safety and security from the preparation stage until the end of the exam is ready at this moment. The professional units of the Ministry of Public Security have coordinated with the local police to ensure absolute security and safety for the exam council, strengthen the work of grasping the situation, detecting negative risks of cheating and violations of the law related to the exam, focusing on grasping the situation, fighting and handling subjects who sell high-tech devices used for cheating, or negative and cheating networks nationwide.
Regarding the communication of prohibited items brought into the examination room, this year, the two ministries continue to proactively coordinate to propagate prevention early and from a distance based on the positive spirit of the examination staff. Professor Huynh Van Chuong emphasized that candidates need to pay special attention, the exam is top secret, the use of technological devices, items not allowed to be brought into the examination room, to cheat on the exam is a violation of the regulations, and can even be subject to criminal prosecution. Therefore, candidates are not allowed to bring prohibited items into the examination room to avoid risks.
